[HISTORY: Adopted by the Board of Directors of the Valley Forge Sewer Authority 7-9-2001 by Res. No. 3-2001. Amendments noted where applicable.]
It is the policy of the Valley Forge Sewer Authority to seek and obtain multiple proposals for professional services whenever it is deemed in the best interest of the Authority. The procedure to effectuate this policy is:
A. 
The staff shall have the authority to select professional consultants where the estimated dollar amount of the contract for the project or task is less than or equal to $10,000.
B. 
The staff shall obtain at least one written proposal and submit it to the Board accompanied by their recommendation for awarding the contract where the estimated dollar amount of the project or task is more than $10,000 but less than or equal to $25,000. The contract will be awarded at the discretion of the Board.
C. 
The staff shall obtain multiple proposals and submit them to the Board accompanied by their recommendation for awarding the contract where the estimated dollar amount of the project or task is more than $25,000 but less than or equal to $60,000. The contract will be awarded at the discretion of the Board.
D. 
Where the estimated dollar amount of the project or task is more than $60,000 but less than or equal to $100,000 the staff shall solicit proposals from a prequalified group of professional consultants selected by the Board. The staff shall submit those proposals to the Board. The contract will be awarded at the discretion of the Board.
E. 
Where the estimated dollar amount of the contract for the project or task is more than $100,000 the staff shall solicit and obtain multiple proposals from qualified professional companies. The proposals shall be submitted to and awarded by the Board. A contract will be awarded at the discretion of the Board.
The following terms and phrases as used in this chapter shall have the meanings hereinafter designated:
PROFESSIONAL SERVICES
Services provided by engineers or engineering firms, attorneys, human resources consultants, accountants, appraisers, surveyors and other similar professional consultants.
PROJECT OR TASK
A discrete work effort outlined by a scope of work and with a defined beginning and end. The project or task could be the value of the professional services contract, or in the case of engineering firms, the estimated construction cost.
