Parks and recreation areas — See Ch. 157.
There is hereby created a recreation board to be known as the "West Deer Township Park and Recreation Board."
The Park and Recreation Board shall be composed of members appointed by the governing body of the municipality, with the responsibility to provide, conduct and maintain public recreation areas, facilities and programs.
The Board members shall be residents of the municipality and shall serve for terms of five years and until their successors are appointed, except that the members first appointed shall be appointed so that the terms of not more than three shall expire annually thereafter. Vacancies shall be filled in the same manner as original appointments and for the unexpired term.
All members of the Park and Recreation Board shall serve without pay.
The members of the Park and Recreation Board shall elect their own chairman and secretary and shall elect all other necessary officers, to serve for a period of one year.
A. 
The Park and Recreation Board may adopt bylaws, rules and regulations covering its procedures and operations and shall, from time to time, make rules governing the operation and conduct of the recreational facilities operated by it.

The Board shall hold regular meetings at such times and places as it may designate.
A. 
The Park and Recreation Board shall maintain, operate and supervise the public parks, playfields and all public recreation facilities and areas indoor and outdoor, owned or controlled by said Board.
B. 
The Park and Recreation Board shall have the right to select and recommend the employment and/or discharge of all recreational personnel necessary to carry out and implement the provisions of this chapter, as it deems proper, whose salaries, wages and other necessary expenses, when approved by the Board of Supervisors of the Township of West Deer, shall be provided for through proper appropriations of the Board of Supervisors. The Board of Supervisors shall ratify the hiring and firing of all recreational personnel.

The Park and Recreation Board and its executive shall submit an annual report to the Township Supervisors, including an analysis of the community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and public needs to be met.
The fiscal year of said Park and Recreation Board shall conform to that of the Township of West Deer.
The Park and Recreation Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money or other personal property from any individual, group, association, corporation or public agency, to be used as specified by the donor or by the terms of acceptance.
The Park and Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon the Township of West Deer other than current obligations or contracts to be fully executed within the budget appropriations made by the governing body of the Township of West Deer.
Such powers as now or may hereafter be provided by the statutes of the Commonwealth of Pennsylvania or may hereafter be provided by the same or by ordinance of the Township of West Deer relating to the development and operation of recreational systems, public parks and playgrounds are hereby vested in the Park and Recreation Board to be exercised by it, subject to any and all restrictions contained in such powers and ordinances.
The Park and Recreation Board will be formed as a volunteer organization to promote a cooperative effort by resolving to provide recreational facilities, services and programs for residents of the municipality. The purpose of this organization will be to:
A. 
Provide a variety of recreation opportunities to all of the residents of the area.
B. 
Provide recreation opportunities to both sexes and all age groups, races and economic levels.
C. 
Fulfill emotional, physical, mental and social requirements of all the participants.
D. 
Consider the needs and resources of the area in program planning.
E. 
Involve the public in planning, programming and leadership.
F. 
Provide qualified leadership.
G. 
Provide adequate and safe facilities in accordance with accepted design standards.
H. 
Assure that planning for recreation is a cooperative process.
I. 
Achieve the coordination of recreation activities, facilities and programs between agencies.
J. 
Promote good conservation and environmental practices within the area.
K. 
Guide, instruct and instill a personal code of conservation ethics throughout the area.
L. 
Continually evaluate programs, facilities and leadership.
