Every property within the Township of East Allen, Northampton County, Pennsylvania, that has a residential dwelling unit, commercial structure or any other structure thereon, shall place a reflective emergency response number sign in a conspicuous place on said property. The number of any given property is available to the occupant or property owner upon request to the Township Secretary. The size and material specifications of such sign and placement on the property shall conform to the following requirements:
A. 
All residential structures shall have signs with four-inch-high white reflective numbers with a green reflective background, visible both during the day and at night, placed on a six-inch-by-eighteen-inch rectangular sign, which is to be displayed either vertically or horizontally. The sign shall be placed on the same side of the public street or state highway as the dwelling unit located thereon, and at a location clearly visible from the public street or state highway when approaching the property from either direction on the street or highway.
B. 
All nonresidential structures containing single or multiple retail, commercial or other units shall have signs stenciled or otherwise attached to each entrance door of each such unit, which signs shall consist of four-inch-high white reflective numbers with a green reflective background, visible both during the day and at night, placed (or stenciled) on a six-inch-by-eighteen-inch rectangular sign, which is to be displayed either vertically or horizontally.
C. 
Compliance deadline. All existing residential and nonresidential structures must comply with this section by December 31, 2008. All newly constructed residential and nonresidential structures not yet occupied as of the effective date of this section amendment will not be eligible for receipt of a certificate of occupancy until compliance with this section has occurred. All residential and nonresidential structures with signs with four-inch-high white reflective numbers with a blue reflective background, visible both during the day and at night, placed (or stenciled) on a six-inch-by-eighteen-inch rectangular sign, which is displayed either vertically or horizontally as of the effective date of this section, shall be exempted from the requirement of a green reflective background.

All house numbers erected in accordance with this chapter shall be placed in a position to be plainly legible and visible from the street or road fronting the property, in a permanent and durable manner. House numbers shall be observable from the street at any time of year, which means they shall not be occluded by plant growth or snow.
The Ordinance Enforcement Officer of East Allen Township, Northampton County, Pennsylvania, and the Fire Chief of the East Allen Volunteer Fire Company are hereby authorized to enforce the provisions of this chapter.
For any and every violation of any provision of this chapter, the authority may exercise any one or more of the following remedies:
A. 
Any person who violates or permits a violation of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a District Justice, pay a fine of not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of this chapter. No judgment shall be imposed until the date of the determination of the violation by the District Justice. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each and every day the violation is continued after such person has been notified thereof by certified mail, arrest, or any other personal service, shall be deemed a separate and distinct violation. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
B. 
Upon notice to the person violating said chapter by certified mail, return receipt requested, to abate the violation, and upon failure of such person to do so within a period of three days from the date of such receipt of said chapter, the authority shall take such steps as are necessary to abate the violation and charge said person violating the chapter with all costs thereof, together with a collection fee of 10%, or file a municipal claim or lien against said person, together with a collection fee of 10%, or by any action of assumpsit without the filing of a claim.
C. 
Institute proceedings in any court of equity having jurisdiction to abate the violation.
