Pursuant to N.J.S.A. 40:67-16.9, the Mayor of
the City of Vineland may by regulation close any street in the City
of Vineland or portion thereof to motor vehicle traffic on any day
or days or during specified hours on any day or days whenever he finds
that such closing is necessary for the preservation of the public
health, safety and welfare.
Regulations promulgated by the Mayor under this
chapter shall provide for the limited use of any closed streets by
police, emergency and fire-fighting vehicles.
Regulations promulgated by the Mayor under this
chapter may include provisions for the use of any closed streets for
any purpose or activity which, in the judgment of the Mayor, will
enhance the movement, safety, convenience or enjoyment of pedestrians,
including but not limited to information booths, seating, refreshment
stands and the display and sale of merchandise.
Proper warning signs of the closing of any streets
pursuant to this chapter and the regulations promulgated hereunder
shall be conspicuously posted during the time said streets are closed,
and the regulations shall so provide.
