The office of Borough Manager is hereby created by the Borough of Ingram.
The Manager shall be appointed for an indefinite term by Council. The Manager shall serve at the pleasure of the Council and he/she may be removed at any time by Council.
The Manager shall be chosen solely on the basis of his/her executive and administrative abilities, with special reference to his/her actual experience in or his/her knowledge of accepted practices in respect to the duties of his/her office as herein outlined. He/she should be a resident of the Borough within six months of appointment.
The Borough Manager shall receive such compensation as shall be fixed from time to time by the Borough Council of the Borough of Ingram.
The Borough Manager shall be the chief administrative officer of the Borough. He/she shall be responsible to the Council for the administration of all Borough affairs placed in his/her charge. He/she shall have the following powers and duties:
A. 
He/she shall supervise and be responsible for the activities of all municipal departments except the Police Department. The Manager shall administer each department in accordance with the goals set forth by the respective committee of Council and report to that committee all actions deemed to be nonroutine.
B. 
With the concurrence of Council, he/she shall:
(1) 
Recommend to Council to hire.
(2) 
When necessary for the good of the service, suspend or discharge all employees under his/her supervision.
(3) 
Report at the next meeting thereafter of Council any action taken by authority of this subsection.
(4) 
Make recommendations to Council with respect to the compensation of all employees; such compensation shall be fixed by Council.
C. 
He/she shall prepare and submit to the Council an operations and capital budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Borough Manager, or an officer designated by him/her, shall obtain from the head of each department, agency, board, or officer, estimates of revenues and expenditures and other supporting data as he/she requests. The Borough Manager shall review such estimates and shall submit the budget to the Council.
D. 
He/she shall be responsible for the administration of the budget after its adoption by the Council.
E. 
The Manager shall also serve as Borough Secretary, for which services he/she shall not receive additional compensation. In addition, he/she shall hold such other municipal offices or head one or more of the municipal departments as the Council may from time to time direct.
F. 
He/she shall attend all meetings of the Council and may attend meetings of committees thereof. He/she shall have the right to take part in the discussions but shall have no vote.
G. 
He/she shall prepare the agenda for each meeting of Council and supply facts pertinent thereto.
H. 
He/she shall keep the Council informed as to the conduct of Borough affairs, and make such recommendations to the Council as he/she deems necessary.
I. 
He/she shall submit to Council, as soon as possible after the close of the fiscal year, a complete report on the financial and administrative activities of the Borough for the preceding year.
J. 
He/she shall see that the provisions of all franchises, leases, permits and privileges granted by the Borough are observed and report any violation thereof to the Council.
K. 
He/she may employ, by and with approval of the Council, experts and consultants to perform work and to advise in connection with any of the functions of the Borough.
L. 
He/she shall attend to the letting of contracts in due form of law, and shall supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other Borough officer.
M. 
He/she shall see that all money owed the Borough is promptly paid and the proper proceedings are taken for the security and collection of all the Borough's claims.
N. 
He/she shall be the Purchasing Officer of the Borough and he/she shall purchase, in accordance with the provisions of the Borough Code, all supplies and equipment for the various agencies, boards, departments, and other offices of the Borough. He/she shall keep an account of all purchases and shall, from time to time or when directed by Council, make a full written report thereof. He/she shall also issue rules and regulations, subject to the approval of Council, governing requisition and purchasing of all municipal supplies and equipment.
O. 
He/she shall be responsible for investigating and handling all complaints regarding services or personnel of the Borough, and shall report thereon to the Council. All complaints concerning the Police Department shall be referred to the Mayor or the Chief of Police.
P. 
Any other duties as designated by Council.
If the Manager intends to resign his/her position, he/she must provide the Borough Council with four weeks' written notice prior to leaving.
