No person, association, firm or corporation shall keep or suffer to
remain upon his, her or its premises or on any private property any garbage,
offal, carcass, putrid, putrescible or other offensive or unwholesome matter
or substance, or cast the same upon any lot or piece of ground within the
borough, or upon borough property, streets, highways or alleys within the
borough, or into any sewer inlet or upon any sidewalk in the borough.
No person, association, firm or corporation shall use or permit to be
used any spot, location, property or place within the borough as a public
or private dump for garbage, refuse, rubbish, ashes, offal, putrid or putrescible
matter.
No person, association, firm or corporation shall conduct, operate,
maintain or permit a junkyard or automobile graveyard within the borough.
The business of storing, demolishing, dismantling, stripping or junking used,
abandoned or junked automobiles or other vehicles is declared to be a nuisance
and is expressly prohibited.
It shall be unlawful for any person, association, firm or corporation
to throw, scatter or deposit into the streets, sidewalks or alleys within
the limits of the borough any waste, refuse, wrappings or other loose paper,
or to throw, scatter or deposit the same into or upon any other places, yards
or lands within the borough; and it shall further be unlawful to distribute
any and all advertising circulars, cards and newspapers, except to bona fide
subscribers, otherwise than by enclosing same in envelopes or wrappers and
either depositing the same in mailboxes upon the premises or handing the same
to the occupants thereof. It shall further be unlawful to post or tack placards,
posters, signs or any advertising matter on any poles, fences, private or
public property without permission and consent of the owner, except for borough
purposes.

Any person who shall violate any provisions of this chapter shall, upon
conviction thereof, be punishable by a fine of not more than $300 and costs
of such proceedings or, upon default in payment of such fine and costs, by
imprisonment in the county jail for a term of not more than 30 days. The continuation
of such violation for each successive day shall constitute a separate offense,
and the person or persons allowing or permitting the continuation of the violation
may be punished as provided above for each separate offense.
