A.
The Millville Town Council deems it necessary and
proper to enact this chapter to preserve the unique characteristics
of the Town of Millville as a family-oriented community situated within
a rapidly expanding resort area; to provide for the general welfare
and health of the people; to control congestion; to prevent overcrowding
of land; to increase safety for fire, flooding, panic, traffic and
other dangers; to provide adequate light and air; to provide for orderly
population and business growth; and to facilitate the efficient and
economic provision of transportation, water, sewerage, schools, parks
and other public requirements of the Town of Millville.
B.
The Millville Town Council deems it necessary and
proper to provide appropriate regulations with a view to conserving
the value of buildings and encouraging the most appropriate use of
land throughout the municipality in order to make the Town a better
place in which to live and to provide for the well-being of those
who live in the Town of Millville.
