As used in this article, the following definitions
shall apply:
All products made from silica or sand, soda ash and limestone,
the product being transparent or translucent and being used for packaging
or bottling of various matter, and all other material commonly known
as "glass"; excluding, however, blue and flat glass and glass commonly
known as "window glass."
Includes all garbage and rubbish normally collected by the
Borough of Runnemede or its authorized agents.
Includes all disposal containers fabricated primarily of
aluminum and commonly used for soda, beer or other beverages and usually
having a capacity of between seven ounces and 16 ounces.
As set forth in § 316-14A(1).
Includes all disposable containers fabricated primarily of
metal and commonly used for soda, beer or other beverages and usually
having a capacity of between seven ounces and 16 ounces.
Used motor oil from residential vehicles and lawn mowers shall be placed in plastic containers of one gallon or less and delivered and deposited as set forth in § 316-14A(4).
Includes paper of the type commonly referred to as "newsprint"
and distributed at stated intervals, usually daily or weekly, having
printed thereon news and opinions and containing advertisements and
other matters of public interest.
After the effective date of this article and
under regulations issued by the Director of Public Works in accordance
with the terms of this article, there is hereby established a program
for the mandatory separation from municipal solid waste in the Borough
of Runnemede of used newspaper, glass, used metal and aluminum cans.
All persons who utilize the Borough of Runnemede or its authorized
agent for the collection of solid waste shall separate used newspapers,
glass, used metal and aluminum cans from all other solid waste products
in such premises and shall place such used newspaper, glass and used
metal and aluminum cans from all other solid waste products in such
premises and shall place such used newspapers, glass and used metal
and aluminum cans in separate bundles or containers and in the appropriate
location, in accordance with this article. The Borough of Runnemede
is not required to collect solid waste from any occupant or owner
who includes newspapers, glass or used metal and aluminum cans with
his solid waste or does not place the separated items for collection
in accordance with this article or authorized regulation.
A.
The occupant or owner of any building currently receiving
Borough collection of solid waste within the Borough of Runnemede
who shall place for disposal, removal or collection of used newspaper,
glass and/or used metal and aluminum cans shall do so in strict conformity
with the following minimum regulations:
(1)
Used newspaper shall be bundled separately and secured
in bundles not to exceed 50 pounds. In no event shall used newspapers
be placed into plastic bags for collection. Used loose paper and cardboard
shall be separated from other solid waste, flattened and placed into
securely tied bundles, as in the case of used newspapers, but in no
event shall plastic or waxed paper be included.
(2)
Used glass shall be separated from other solid waste,
cleaned and drained free of food, liquid or other substances, the
caps and all metal removed and placed into a reusable metal or plastic
container not to exceed 50 pounds per container.
(3)
Used aluminum cans shall be separated from other solid
waste, cleaned and drained free of all food and liquid, flattened
or left in original shape and placed in a reusable metal or plastic
container not to exceed 50 pounds per container. Aluminum cans shall
not be placed in plastic bags for collection. Only cans made of aluminum
shall be recyclable. Cans made of other metals, such as those which
contain vegetables and juices, shall be placed with other solid waste
for collection.
(4)
Used motor oil from residential vehicles and lawn
mowers shall be placed in plastic containers of one gallon or less
and delivered to the Borough Garage, Third Avenue and Irish Hill Road.
Used motor oil will not be collected or picked up by the Borough or
its authorized agents.
(5)
Recycling material shall be placed on the curb of
a public street not more than 24 hours prior to the regular collection
day, and all containers shall be stored within 12 hours after collection.

B.
The Director of Public Works is authorized to issue
additional reasonable regulations as needed to most safely efficiently
effect the removal and collection of used newspapers, glass and used
metal and aluminum cans.
From the time of placement at the curb by anyone
of the categories described herein for collection by the Borough of
Runnemede in accordance with the terms hereof, items shall be and
become the property of the Borough of Runnemede or its authorized
agent. It shall be a violation of this article for any person not
authorized by the Borough of Runnemede to collect the items herein
described or pick up or cause to be collected or picked up any such
items. Any and each such collection in violation hereof from one or
more residences shall constitute a separate distinct offense punishable
as hereinafter provided.
