All contracts and obligations entered into by
the Town prior to the effective date of this Charter shall continue
in full force and effect.
Prior to March 1, 1994 and within each ten year
period after March 1, 1994, the Council shall review this Charter
as it then exists and propose such amendments, if any, which it deems
necessary or advisable.
