All the streets and highways in the Borough
shall be kept clean and clear of all dirt, glass, rubbish or garbage
and refuse matter, and shall at all times remain open and unobstructed
for the use of the public and any person placing or throwing any dirt,
glass, rubbish or garbage and refuse matter upon, or in any way or
manner obstructing the streets and highways of the Borough shall be
subject to a fine of not less than $2 nor more than $600 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 30 days.[1]
