GENERAL REFERENCES
Uniform Code: fire prevention — See Ch. 76.
No person shall interfere with any member of the Fire Department in the discharge of his duty.
No person shall willfully give or assist in giving any false alarm of fire in any manner.
No person shall tamper, meddle or in any way interfere with any station or signal box of any fire alarm, telegraph system or any auxiliary appliance, or willfully break, injure, deface or remove or make any connection or communication with the poles, wires, boxes, or other parts of the fixtures of the fire alarm system so as to interrupt or interfere with the proper working of the same or to mutilate or destroy any notices that may be posted relating to the same.
Whenever the Mayor or Board of Trustees or Chief of the Fire Department lends to the inhabitants of any other municipality any part of the apparatus or sends any of the members of the Fire Department of the Village to aid in the extinguishment of fires outside of the Village, the Board of Trustees in its discretion may charge and collect from the persons or municipality a reasonable sum sufficient to defray the cost of rendering such assistance and deposit the same with the Village Treasurer.
No person shall place or pile any snow, lumber, stone, building material or any other substance; or store or park any vehicle within 10 feet of any fire hydrant within the Village.
A. 
The Village reserves the right to place, erect, and maintain any wires or other equipment connected with the Village Fire Alarm System, police or traffic signal system, shortwave radio system or any other Village signal system, upon any telephone, telegraph, electric light, or other pole or poles erected in the Village, the same to be placed and erected in such a position as not to interfere with the use, maintenance and operation of other wire and equipment placed on said poles by the owners thereof.
B. 
The wires, posts, poles, structures, supports and other equipment of the Village fire alarm system, police or traffic system or other Village alarm, signal, or radio system, shall take precedence and right-of-way over all other wires, posts, poles and structures erected and maintained in the Village, and no lineman or any other person, in erecting or maintaining such wires, posts, poles and structures, shall interfere with, damage, disturb, or change any part or portion of the said Village fire alarm, police and traffic signal or radio system.
No person shall injure or interfere in any way with any hose or apparatus belonging to or in use by the Village Fire Department or any other fire department operating in the Village or otherwise assisting the Village Fire Department.

The Board of Trustees reserves the right to authorize the installation or relocation of fire hydrants to assure that the requirements of fire protection are complied with.

Any person violating any of the provisions of this chapter shall be punished as provided in § 1-10 of this Code.

A. 
Program established.
(1) 
The Village hereby establishes a cost recovery program which allows the Village to be reimbursed, to the extent legally permissible, by those utilizing emergency services provided by the Fire Department. The fees are established in the fee schedule in Subsection B.
(2) 
All invoices for such fees shall be sent by the Village Clerk or her designee, and shall state prominently on the invoice that all fees billed shall be due and payable within 90 days of the invoice date; all fees not paid within 90 days of the invoice shall be subject to a late fee of 10%; and if not paid within 120 days, shall be subject to credit agency reporting or collection by all legal means.

B. 
Fee schedule. The following fee schedule shall apply to the Fire Department cost recovery program established in Subsection A of this section.
(1) 
Hazard control/cleanup, minor: $145.
(a) 
Minor spill control.
(b) 
Fire hazard precautions.
(c) 
Scene safety.
(d) 
Battery disconnects.
(e) 
Debris cleanup.
(2) 
Hazard control/cleanup, major: $360.
(a) 
Significant spills resulting from tank leaks or ruptures.
(b) 
Major fire hazard precautions.
(c) 
Vehicle stabilization procedures.
(d) 
Vehicle disentanglement.
(3) 
Heavy rescue service: $585.
(a) 
Patient extrication procedures requiring the use of hydraulic, pneumatic or electric power tools.
(b) 
Multiple patient removal and/or treatment that requires extended on-scene time and extra personnel.
(4) 
Hazmat response.
(a) 
Hazardous material control/standby: $400 to $1,050.

Incidents involving commercial trucks, vans and motor carriers.
[2] 
Large amounts of spilled or released product.
[3] 
Requires extra personnel and equipment response for an extended period of time.
(b) 
If a DEC number is issued for a spill, the responsible party will be billed directly (not the auto insurance) for the actual costs, including costs to other departments and agencies. In this situation, if there is a need for other types of service, then the auto insurance agency may be billed also.
(5) 
Fire suppression.
(a) 
Motor vehicle fire suppression and extinguishment $150.

Auto fires.

Heavy equipment fires.
[3] 
Auto fires requiring extinguishment with foam or wetting agent shall include the $150 fee listed in this part, plus reimbursement for replacement of commodities or equipment used or damaged up to $200 to $2,000.
(b) 
Fire extinguishment in structures.
[1] 
Fire extinguishment in a structure that requires foam or wetting agent will include reimbursement for replacement value of agents or commodities used or damaged from $200 up to $5,000.
[2] 
Fire extinguishment in a commercial structure that requires foam or a wetting will include reimbursement for replacement value of any agents or commodities used or damaged from $500 up to $5,000.
(c) 
Equipment repair or replacement.

Structure or auto fires, motor vehicle accidents, and site cleanups that, as a result of any necessary fire department operations, cause damage to equipment, apparatus, and personal protective equipment shall be billed the actual cost of replacement or repair to the insurance agency.
