Except as otherwise provided in this Charter, all elected Town officers and boards and commissions shall have the powers and duties prescribed by law.

The terms of office of all elected officers, board members, and commission members, except as hereinafter provided, shall commence on the first Tuesday following their election. All elected officers shall hold office until their successors shall have been chosen and qualified.

On the first Tuesday after the first Monday in November 1995 and biennially thereafter, there shall be elected a Council of nine (9) members at large. The candidate with the highest number of votes shall be the Mayor, and the candidate with the second highest number of votes shall be the Deputy Mayor. In the event of a tie vote between Mayor or Deputy Mayor, there shall be a coin toss to decide who shall hold office.

There shall be a Board of Education consisting of seven (7) members with staggered terms. Four (4) members shall be elected in the November 2013 Town election and in every other town election thereafter. Three (3) members shall be elected in the November 2015 Town election and in every other town election thereafter. All members shall serve a term of four (4) years.

Commencing with the election of November 2012 and biennially thereafter, there shall be elected two (2) Registrars of Voters in accordance with general statutes as may be amended from time to time and twenty-four (24) Justices of the Peace, selected as follows: eight (8) nominated by each major party and eight (8) appointed by the Town Clerk.
