Unless specifically provided for in this Charter, all boards, commissions, departments or offices or parts thereof are abolished. All commissions, boards, departments or offices abolished by this Charter, whether elective or appointive, shall continue in the performance of their duties until provision shall have been made for the discontinuance of such commissions, boards, departments or offices and the performance of their duties by other commissions, boards, departments or offices created under this Charter and until the Clerk of the Council shall have notified the members of such commissions, boards, departments or offices as are abolished by this Charter that their successors have been appointed or that they have been abolished.
All records, property and equipment whatsoever of any such commission, board, department or office or part thereof, all the powers and duties of which are assigned to any other board, commission, department or office or part thereof by this Charter, shall be transferred and delivered intact to the commission, board, department or office or part thereof to which such powers and duties are so assigned or as directed by the Council.
The Council may appoint an acting Manager who shall serve only as administrator without powers of appointment or removal until such time as a Town Manager is hired, who shall have the temporary powers of appointment as in § C6-1.
All elected or appointed officers or members of boards or commissions of the Town who are in an office on the effective date of this Charter, and whose terms of office extend beyond such date, shall remain in office until the expiration of the term for which they were originally elected or appointed unless their board or commission has been abolished. As vacancies occur by expiration or otherwise, appointments or election of successors shall be in such numbers and for such term as shall most expeditiously bring all offices and terms of office of the Town into accordance with this Charter.
