The executive and administrative work of the city shall be performed by:
(a) 
The following elected or appointed officers:
Mayor;
City clerk;
City solicitor;
City engineer;
Director of planning and redevelopment;
Director of finance; (deputy only)
Director of public works;
Director of public safety;
(b) 
The following departments and their divisions which are hereby created:
Department of records;
Law department;
Engineering department;
Finance department;
(1)
Tax assessing division;
(2)
Division of collections and disbursements;
(3)
Accounting division;
(4)
Personnel division;
(5)
Purchasing division;
Department of public works;
(1)
Water division;
(2)
Division of streets and bridges;
(3)
Division of sewers and sanitation;
(4)
Division of parks and public buildings;
(5)
Division of equipment maintenance;
(6)
Division of recreation;
Department of public safety;
(1)
Police division;
(2)
Fire division;
(3)
Division of licenses and inspections;
(4)
Division of civil defense;
Department of planning and redevelopment.
Department of elections and voter registration
(c) 
The following independent boards and commissions which are hereby created:
Purchasing board;
Personnel board;
Board of appeals;
Board of canvassers;
Trustees of public libraries;
City planning commission;
Housing authority;
School committee;
Water Supply Board;
Pawtucket Redevelopment Agency.
(d) 
Such additional advisory board as the mayor may appoint;
(e) 
Such additional divisions of departments as the council is authorized to create under Section 2-307 hereof.

Each department set up in Subsection (b) of Section 3-100 shall have as its head one of the officers designated in Subsection (a) of Section 3-100 who either personally or by deputy or by a duly authorized agent or employee of the department, subject at all times to the provisions of this Charter, shall exercise the powers and perform the duties vested in and imposed upon the department. The following officers shall be the heads of the departments following their respective titles:
City clerk, of the department of records;
City solicitor, of the law department;
City engineer, of the engineering department;
Director of finance, of the finance department;
Director of public works, of the department of public works;
Director of public safety, of the department of public safety;
Director of planning and redevelopment, of the department of planning and redevelopment.
Except as expressly otherwise provided in this Charter, each board and commission shall have a chairman and may have a vice-chairman, secretary and treasurer.
