The director of public works shall supervise and coordinate the various divisions of the department of public works.

The division of streets and bridges shall be in charge of the maintenance and repairing of all streets and bridges, including the paving, curbing and grading of the same, and shall supervise all similar construction and repair work performed for the city by independent contractors.

The division of sewers and sanitation shall be in charge of the maintenance and repair of all sewers, sewer mains, incinerators, garbage disposal and similar facilities. It shall prepare all bills for charges to be made by it pursuant to rates determined by the council, or shall supply the division of collections and disbursements with a list of charges to be made to enable it to bill and collect for all such charges, as the director of finance shall direct.

The division of equipment maintenance shall be responsible for the maintenance and repair of all of the equipment of the department of public works. It shall further make all necessary repairs to equipment for other departments of the city within the extent of its facilities.
