For purposes of this chapter, the following
terms shall have the meanings indicated:
The number which has been assigned to a residence, building
or other structure for purposes of identification by the United States
Postal Service.
On and after the effective date of this chapter,
it shall be the duty of each and every owner, builder and occupant
of each and every residence, building or other structure within Upper
Hanover Township to install and maintain a street address number upon
the same in accordance with the provisions of this chapter.
Street address numbers shall be comprised of
paint, metal, enamel and other similar materials, shall be not less
than four inches in height, and shall be reflective and in contrast
to their immediate background.
A.
For all residences, buildings and other structures,
street address numbers shall be placed in a conspicuous place as near
to the front entrance as is possible and practicable and shall be
clearly visible from the street, day or night. The bottom of such
street address numbers shall be 48 inches from grade, unless otherwise
approved in writing by the Township Fire Marshal.

B.
For residences, buildings and other structures that
are not clearly visible from a public street, street address numbers
shall also be posted at the intersection of the driveway with the
public street so as to be clearly visible from the public street.
Such street address numbers shall be placed upon a post or other structure
which displays the street address numbers in such a manner that the
bottom of the street address numbers is 48 inches from grade.
C.
Where private roads and driveways contain multiple
turnoffs to access residences, buildings and/or structures, street
address numbers shall also be posted at the turnoffs in such a manner
that clearly indicates the direction in which the residence, building
or other structure is located.
D.
The owner, tenant or occupant of any unit within a
shopping center shall display the street address number at the entrance
to that unit. The owner, tenant or occupant of any unit within a shopping
center shall cause the name of the business to be displayed on the
rear door to the unit in characters that are not less than four inches
in height and in contrast to their immediate background.
E.
The owner, developer and builder of any subdivision
or development shall post approved street signs with the approved
name of the streets no later than the time when the new street becomes
passable for vehicle travel. Such signs shall be installed at both
ends of every through street and at the entrance to every cul-de-sac,
loop or dead-end street.
Within 60 days of the effective date of this
chapter, all properties within the boundaries of Upper Hanover Township
having an assigned street address number shall conform to the provisions
of this chapter.
Any person who violates any provision of this
chapter shall be deemed guilty of a summary offense and, upon conviction
thereof, shall pay a fine of not more than $25 per violation. Enforcement
of this chapter shall be by an action brought before a Magisterial
District Judge in the same manner as provided for the enforcement
of summary offenses. A separate offense shall arise for each day or
portion thereof in which a violations is found to exist or for each
section of the chapter which is found to have been violated.
