The Director of the Department of Housing and Community Development
shall be the Director of Housing and Community Development.
Within the Department shall be the following Divisions:

The RCA Administrator shall have the following duties:
A.
Manage the Division on Affordable Housing;
B.
File all reports required by the Council on affordable housing and
the New Jersey Housing and Mortgage Finance Agency setting forth progress
in the implementation of each project to be produced under an RCA;
C.
Monitor rehabilitation expenditures to assure that each expenditure
is eligible for RCA funding;
D.
Monitor each RCA to assure that affordability controls are in place;
E.
To perform such other duties as may be required by regulations of
the Council on Affordable Housing or the New Jersey Housing and Mortgage
Finance Agency to assure compliance by the City.
