The civil service status and rights of all City employees and their beneficiaries, including but not limited to those relating to retirement and social security benefits, shall not be affected by this Charter. Any heads of departments in the competitive class of civil service at the time that this Charter becomes effective may retain that status, but all new appointments as department heads shall be governed by § C4-3 of this Charter.
The office of Chamberlain is abolished effective January 1, 1978.

All boards and commissions shall continue as presently constituted, except that:
A. 
The terms of members of the Board of Public Works shall be reduced from five to three years, which shall be effected by making the appointment or reappointment of members with five-year terms expiring in 1977, 1978 and 1979, 1980 and 1981 for terms of three years.
B. 
The terms of members of the Police Commission shall be increased from two to three years, which shall be effected by the appointment or reappointment upon the expiration of the current two-year terms of one member for a term of one year, one member for a term of two years and one member for a term of three years. Any new appointments or reappointments following the expiration of those terms shall be for three years.
C. 
The Youth Advisory Board and the Executive Committee thereof shall be reconstituted as a Youth Bureau Commission with a membership of 15 and staggered terms of three years. The transition will be effected by abolishing the Youth Advisory Board and its Executive Committee at the date this Charter becomes effective and by appointment or reappointment of 15 members in numbers 1/3 of the membership for terms of one, two and three years. Following the expiration of such terms, all newly appointed or reappointed members shall serve terms of three years.
D. 
Terms of the members of the Fire Commission shall be three years, except that first appointment of four and five shall have terms expire in 1987 and 1988 respectively.
The Charter shall, upon approval by referendum in the manner provided by law, become effective as of January 1, 1978.[1] An Administrative Code shall be adopted by local law. This Administrative Code shall be effective on January 1, 1978.[2]
