This chapter, and all amendments hereto, shall be known and may be cited as the "Administrative Code of the City of Cortland."
The purpose of this chapter is to set forth the details of administration of the Cortland City Government consistent with the provisions of the Charter of the City of Cortland. The Mayor shall promulgate and maintain a manual of management policies, organization and procedures to further implement the provisions of the Charter of the City of Cortland and this chapter with respect to the powers and duties of their office.
Boundaries of the City shall be the same as contained in the description of the ward boundaries.

The wards from which Councilpersons in the City of Cortland will be elected, effective with the November 2002 election, and their respective populations are as follows:
A. 
Ward No. 1: All that portion of the City of Cortland lying within the following boundaries: Beginning at a point in the center line of Homer Avenue where said center line intersects with the northern boundary of the City of Cortland; thence southerly along the center line of Homer Avenue to the point where said center line intersects with the center line of Stockton Place; thence easterly along the center line of Stockton Place to the intersection of the center line of Miller Street; thence southerly along the center line of Miller Street to the center line of North Main Street; thence northerly along the center line of North Main Street to the center line of Homer Avenue; thence southerly along the center line of Homer Avenue to the center line of Madison Street; thence westerly along the center line of Madison Street to a point where the center line of Madison Street is intersected by Dry Creek; thence southwesterly along the center line of Dry Creek to the intersection of Dry Creek with the westerly boundary of the City of Cortland; thence northerly along the westerly boundary of the City of Cortland to the northwest corner of the City of Cortland; thence easterly along the northerly boundary of the City of Cortland to the point of beginning. Population: 2,362.

Ward No.2: All that portion of the City of Cortland lying within the following boundaries: Beginning at a point on the center line of Homer Avenue where said center line intersects with the center line of Madison Street; thence westerly along the center line of Madison Street to the center line of Hamlin Street; thence southerly along the center line of Hamlin Street to the center line of Groton Avenue; thence easterly along the center line of Groton Avenue to the center line of Stevenson Street; thence southerly along the center line of Stevenson Street to the center line of Clayton Avenue; thence easterly along the center line of Clayton Street to the center line of Main Avenue; thence northerly along the center line of Main Street to the center line of Clinton Avenue; thence northerly along the center line of North Main Street to the center line of Homer Avenue; thence southerly along the center line of Homer Avenue to the point of beginning. Ward No. 3: All that portion of the City of Cortland lying within the following boundaries: Beginning at a point where Dry Creek intersects with the western boundary of the City of Cortland; thence southerly along the western boundary of the City of Cortland to a point where said western boundary intersects the center line of a sidewalk running in an east-west direction located between an existing track and tennis courts on the SUNY Cortland campus; thence easterly along the center line of said sidewalk to a point where said center line easterly extended intersects with the center line of Pashley Drive; thence northerly along the center line of Pashley Drive to the point where said center line of Pashley Drive intersects with the center line of Broadway; thence northerly from the point of said intersection along the center line of Neubig Road to a point on the center line of said Neubig Road which is located an equal distance north of Alger Hall on the SUNY Cortland campus and south of Bishop Hall on the SUNY Cortland campus; thence due east from said point to a point in the center line of a paved service road running north-south on the SUNY Cortland campus; thence southerly along the center line of the paved service road to the center line of Sands Street; thence easterly along the center line of Sands Street to the center line of Tompkins Street; thence northwesterly along the center line of Tompkins Street to the center line of Prospect Terrace; thence northwesterly along the center line of Prospect Terrace to the center line of Hill Street; thence northerly along the center line of Hill Street to the center line of Clayton Avenue; thence westerly along the center line of Clayton Avenue to the center line of Stevenson Street; thence northerly along the center line of Stevenson Street to the center line of Groton Avenue; thence westerly along the center line of Groton Avenue to the center line of Hamlin Street; thence northerly along the center line of Hamlin Street to a point in the center line of Dry Creek; thence southwesterly along the center line of Dry Creek to the point and place of beginning. Editor's Note: Local Law No. 8-1991 amended L.L. No. 2-1991 to provide that, with its passage, the wards from which Councilpersons in the City are elected will be effective with the November 1993 election.
Any state law which is inconsistent with this chapter shall be superseded by this chapter to the extent inconsistent except where supersession is restricted by law.
All existing local laws, ordinances, legalizing acts and resolutions of the City shall remain operative except where inconsistent with this chapter; provided, however, that the provisions of this chapter shall not be construed to invalidate or impair any provision of the Charter of the City of Cortland.
All of the definitions contained in § C1-8 of the 1978 City Charter are applicable to this chapter.
