Chapter 11 of this Code shall be known and may be cited as the "Vehicle and Traffic Ordinance."

A.
Except as hereinafter provided the words and phrases used in this
chapter shall for the purposes of such ordinance have the meanings
respectively ascribed to them by Article 1 of the Vehicle and Traffic
Law of the State of New York.

The following words and phrases which are not defined by Article
1 of the Vehicle and Traffic Law of the State of New York shall have
the meanings respectively ascribed to them in this section for purposes
of this chapter:
Marked in a conspicuous, visible and legible manner by traffic
control devices, so as to reasonably indicate to the traffic intended
to be affected thereby, the nature of a prohibition, restriction or
regulation.
A designated location upon or within which the parking of
vehicles is regulated by signs.
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the roadway.
Any goods, wares, or merchandise transported for profit by
a vehicle.
New Year's Day, Lincoln's Birthday, Washington's Birthday,
Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's
Day, Thanksgiving and Christmas shall be considered holidays.
Whenever certain hours are named herein or on traffic control
devices they shall mean the time standard which is in current use
in this state.
A mechanical device for measuring parking time and capable,
when properly operated, of receiving suitable coins, of registering
periods of permitted parking time, and of displaying a signal indicating
the expiration of the time period associated with the deposit of fees.
A designated location upon or within which the parking of
vehicles is regulated by parking meters.
The space in a parking meter zone adjacent to each parking
meter, adequately marked, wherein an individual vehicle may park in
accordance with the provisions of this Vehicle and Traffic chapter.
Parking dimensions shall be a minimum of 81/2 feet wide and 181/2
feet long.
A plot or parcel of land or building owned or leased by the
City, not including highways, upon or within which the parking of
vehicles is regulated by signs and/or parking meters.

The provisions of this chapter, except those which by definition
or by their very nature can have no application, shall apply to any
person propelling a pushcart or other vehicle by muscular power.
