No house refuse, offal, garbage, dead animals, decaying vegetable matter or organic waste substances of any kind shall be thrown upon any sidewalk, parkway, street, highway or public place of the village.

Every person, firm or corporation owning property or residing or doing business within the village shall place or cause to be placed within cans or barrels made of tin or galvanized iron all ashes, garbage, rubbish and papers, which shall be duly carried away from such property. No swill or garbage shall be kept in cans or barrels unless same shall be provided with a cover fitting tightly over said can or barrel, which cover shall always be kept in place thereon. No garbage or swill shall be placed in any can or barrel wherein there is placed any ashes or rubbish, and such can or barrel shall be placed in a place accessible to the collector of the same; provided, however, that it shall not be placed on a street, parkway, highway or in any public place.
No ground shall be filled in by the dumping of any refuse material.
No noxious trade shall be carried on in the village.[1]
