On and after the first day of June 1918, it shall be the duty of every owner or owners of real estate in the Borough of Ligonier upon which buildings are erected and fronting on the streets of the said Borough to number said buildings or cause the same to be numbered in accordance with the regulations hereinafter stated.
All buildings shall be numbered for every 30 feet of frontage where the original lot was laid out in sixty-foot lots and to every 25 feet of frontage where the original lot was laid out in fifty-foot lots.
All buildings shall be numbered, beginning at the Diamond with the numeral 100, and, at each square or intersection with another street, a new hundred shall be assigned. The numbering of said buildings shall run north, east, south and west from the Diamond. On streets running east and west, even numbers shall be used on the north side of said street and odd numbers on the south side thereof. On streets running north and south, even numbers shall be used on the east side of said streets and odd numbers on the west side of said streets. Numbers shall be assigned to all buildings erected on streets paralleling the streets centering at the Diamond and shall be numbered in a manner to correspond with the plan outlined in this section.
All buildings fronting on the Diamond shall be numbered beginning with the numeral 100. Those buildings located on the north side of Main Street or Lincoln Highway shall, in addition to the numbers, be designated as "North Diamond," and those buildings located on the south side of Main Street or Lincoln Highway shall, in addition to the numbers, be designated as "South Diamond."
The numbers placed on said buildings shall not be less than two inches in length and shall be of such color that they can be easily distinguished from the sidewalk.

If, after 30 days' notice has been given to the owner or owners of any property to number any building in the manner hereinbefore prescribed, such owner or owners shall neglect or refuse to number the same, the Borough Council may cause such building to be numbered in accordance with the provisions of this chapter, and the Borough shall collect the cost thereof, with an additional amount of 10%, from the owner or owners of such property, such amount to be collected in the manner provided by law.
