The purpose of this chapter is to authorize public servants of the Town of Oneonta to issue and serve appearance tickets in connection with violations of state statutes, local laws, ordinances, rules and regulations of the town which the public servants are authorized or required to enforce.
The following public servants of the Town of Oneonta are hereby authorized to issue and serve an appearance ticket with respect to a violation of a state statute, a local law, ordinance, rule or regulation of the Town of Oneonta that such public servants are, respectively, required or authorized to enforce:
A. 
Code Enforcement Officer: building, zoning and planning, fire prevention and safety, licensing of occupations or businesses. The Code Enforcement Officer's authorized assistants or deputies shall also be allowed to issue appearance tickets.

B. 
Town Constables: parking, public health, safety and welfare, licensing of occupations and businesses; code enforcement appearance tickets upon request.

A. 
Appearance tickets for violation of New York State Penal Code shall be served personally.
B. 
Code Enforcement Officer appearance tickets may be served by certified mail.
