When an emergency condition is created by an unusual snowstorm, the action of the Director of Public Works for the emergency rental of snow equipment to alleviate this condition is hereby authorized and approved at rates not in excess of the rates provided for rental of such equipment by the Pennsylvania Department of Transportation. However, if an extraordinary snow emergency arises under circumstances when equipment is required immediately and at times when the same cannot be obtained at the rates provided for the rental of such equipment by the Pennsylvania Department of Transportation, the Director is hereby authorized to rent such equipment at rates in excess of those provided for the rental of such equipment by the Pennsylvania Department of Transportation, with the approval of the Mayor and the City Controller, but only for the duration of the extraordinary emergency.
