Ten parking spots shall be set aside along the southeast wall in the public parking lot known as Central Avenue Parking Lot. Said spots shall be distributed to residents of the Borough of Hasbrouck Heights for their enjoyment and allow for overnight parking within the confines of the regulations set below.
A. 
Eligibility for overnight parking spots rental.
(1) 
Only residents of the Borough of Hasbrouck Heights may apply for rental of the aforementioned overnight parking spots; and
(2) 
All vehicles must be registered to an address located in the Borough of Hasbrouck Heights.
(3) 
No commercial vehicles shall be eligible.
B. 
Application and permit procedure.
(1) 
Applications shall be accepted on a "first in time basis" annually.
(2) 
Upon submission of applications a fee as set forth in Chapter 133, Fees, shall be due.
(3) 
Permits shall be granted on a "first in time basis" annually.
(4) 
Application forms shall be available through and submitted to the Borough Clerk
(5) 
Permission in any one-year period shall not give the same party priority in proceeding years.
C. 
Rules and regulations.
(1) 
Overnight parking shall be between the hours of 8:00 p.m. and 8:00 a.m.
(2) 
No commercial vehicles shall be allowed to park overnight.
(3) 
Overnight parking shall be allowed by permit pursuant to this section only.
(4) 
The Borough of Hasbrouck Heights reserves the right to suspend this section at the discretion of the Borough Administrator.
Parking shall be permitted for four-hour periods only during the hours of 8:00 a.m. and 12:00 noon. Borough of Hasbrouck Heights employees shall be exempt from this section while acting in their official capacity.
Article III shall be subject to the same penalties as contained in § 190-11. In addition to the aforementioned, any vehicle found to be in violation of this article by any member of the Borough of Hasbrouck Heights Police Department shall be subject to towing and impoundment of same at the owner's expense.
