No person shall drive, or cause or permit to be driven, any vehicle so loaded with any substance, matter or thing that the contents or any part thereof shall fall or be deposited, spilled or scattered in or upon any street.
No person shall so load a vehicle, or cause or permit a vehicle to be so loaded, with any substance, matter or thing that the contents or any part thereof shall fall or be deposited, spilled or scattered in or upon any street.

A. 
Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 90 days, or both.
B. 
A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
