In accordance with the New Hampshire Indoor Smoking Act (RSA 155:64 through 155:77), the Raymond Board of Selectmen submit the following.
A. 
It is the intent of the Board of Selectmen to protect the health of the public and Town of Raymond employees by regulation of smoking in enclosed workplaces and enclosed places accessible to the public. To this end, the following buildings are deemed nonsmoking:
(1) 
Town Office Building.
(2) 
Safety Complex.
(3) 
Old Highway Garage.
(4) 
New Highway Garage.
(5) 
Library.
(6) 
Old Fire House.
(7) 
Old Pump House.
(8) 
New Pump House.
B. 
Further, there will be no smoking in Town vehicles.
Conspicuous signs shall be posted stating "Smoking is Prohibited" at all major entrances to each public building.
Anyone who smokes in an enclosed public place where smoking is prohibited or removes or defaces any sign posted under this policy is guilty of a violation (RSA 155:49). All employees violating this policy shall be subject to disciplinary action.

These regulations have been enacted pursuant to the authority granted the Board of Selectmen of the Town of Raymond by NH RSA 41:11-a (Town Property), which allows the Board of Selectmen of the Town to adopt regulations to regulate the use of Town-owned property.
The purpose of these regulations is to prohibit smoking on Town recreational fields.
As used in this article, the following terms shall have the meanings indicated:
SMOKE or SMOKING
The carrying or holding of a lighted pipe, cigar, cigarette, or any other lighted smoking product or equipment used to burn any tobacco products.
TOWN RECREATIONAL FIELD
A Town-owned field, designed, maintained, and used for recreational activities such as organized youth sports, including but not limited to soccer, football, baseball, and softball. Associated parking areas shall be included in this definition. At the time this article is adopted the Raymond recreational fields are Cammet Field and the Route 107 ball fields. If Raymond develops additional recreational fields meeting this definition, they shall be Raymond recreational fields and shall be governed by this article. The Town Common is excluded as recreational.

No person shall smoke any tobacco-related product on Town recreational property, including Cammett Field, the Route 107 ball fields, Riverside Park, the Town Common and associated parking areas, unless in a posted designated smoking area to be determined.
These regulations are enforceable by the Raymond Police Department.
Any person who violates the provisions of these regulations shall be guilty of a violation as provided in RSA 41:11-b and may be subject to the penalties as provided under New Hampshire law, including but not limited to a fine not exceeding $1,000. (See RSA 651:2.)
