The mayor shall be the chief executive officer of the city. He shall supervise, direct and control, and shall be responsible for the conduct of the executive and administrative work of the city. He shall be at all times vigilant and active in causing the laws of the state and ordinances of the city to be executed and enforced.

The mayor shall:
(1) 
Communicate to the council at least once a year a statement of the financial and general conditions of the affairs of the city and also such information on financial matters as the council may from time to time require.
(2) 
Submit to the council not later than forty-five days before the end of the fiscal year his or her budget message and a proposed annual operating budget for the ensuing fiscal year, prepared in the form of an ordinance, in compliance with the following requirements:
(a) 
The recommended appropriations shall be presented in accordance with such breakdown of organizational units, program units, and/or objects of expenditure, which shall be designated as "cost centers", and such enumerated line items within each cost center, as the council shall have prescribed. The proposed appropriations for each line item, and the total proposed appropriations for each cost center, and for the entire operating budget, shall be set forth and compared with (1) the appropriations approved for the current fiscal year, and (2) the actual expenditures for each of the last two fiscal years from which annual totals are available, whether or not audits have been completed for those years. New line items for which there were no previous expenditures, and line items for which no appropriations are requested in the proposed budget, shall also be shown with comparisons to previous years if any. Any anticipated expenditure of one hundred dollars or more which does not fall within an existing line item, shall be included in the budget as a separate designated line item.
(b) 
The annual operating budget ordinance shall also contain the estimate by the mayor of the total revenue which is anticipated during the fiscal year, and a breakdown of the amount anticipated from each source which it is estimated will produce at least one hundred dollars in revenue. The revenue analysis in the budget ordinance shall also be so presented as to compare the revenue estimated for each revenue source during the fiscal year for which the budget was prepared with: (1) the original estimates for revenue for each revenue category for the current fiscal year; (2) actual revenue received from each revenue source during the portion of the current fiscal year for which figures are available compared with original estimates for that period; (3) actual revenue received from each revenue source during each of the two most recent fiscal years for which complete figures are available, whether or not audits have been completed for those years.
(c) 
There shall be prepared to accompany the annual operating budget ordinance, a listing of all personnel positions, full-time and part-time, to be funded by appropriations recommended in the budget, broken down by position classification and by cost center. This information shall be presented in such manner and in such detail as to make it possible to match the salary totals anticipated for the positions directly to the salary account line items, and line items for benefits and other personnel costs, for each cost center. In cases in which more than one position in the same personnel classification is to be funded from a single line item, it will be sufficient to show the number of persons involved and the total amounts budgeted for that group of positions. These requirements shall not apply to the employees of the school committee.
(3) 
In connection with his submission of the operating budget, recommend to the council measure which he believes necessary to balance the budget.
(4) 
At the same time that he submits to the council the proposed operating budget for the ensuing fiscal year, also submit to the council the recommended capital program and the recommended capital budget.
(5) 
Reduce the allotments of any department at any time if a deficit is foreseen.

The mayor shall recommend to the council all such measures connected with the affairs of the city, the protection and improvement of its government and finances, and the promotion of the welfare of its people as he shall deem desirable.
The mayor shall have the power to call special meetings of the council when required by public necessity, notice thereof to be served personally on each member, or at least two days' notice thereof shall be given to each member in any other manner prescribed by ordinance. He shall have the power to approve or disapprove ordinances in whole or in part as provided in this Charter.[1]

The mayor may appoint an administrative assistant to assist him in the functions of his office, and may delegate to his administrative assistant any ministerial duties pertaining to the office of the mayor, particularly in coordinating the functions of the various department. Such administrative assistant shall have had such training and experience for at least five years as an executive either in public service or private industry as shall qualify him for the duties of his position.
