City of Pawtucket, RI CHAPTER 4 TERMINATION AND ABOLISHMENT

Sec. 10-400 Abolishment of offices, departments, boards, etc.

The following offices, departments, boards and commissions of the city government are hereby abolished as of the effective date of this Charter:

(a) All existing offices, including specifically the office of mayor, the board of aldermen, the common council and the school committee, except ward and city committees of political parties, and except further that the offices of probate judge, auctioneers, and constables are hereby abolished as of the date of the first regular meeting of the council in February, 1954.

(b) All existing executive or administrative departments, bureaus and divisions.

(c) All existing boards and commissions appointed by the mayor, the board of aldermen, the common council and the city council, or any of them except the housing authority, and except further that the board of canvassers and registration is hereby abolished as of the first Monday of March in the year 1954.

Sec. 10-401 Functions of abolished offices, etc., transferred.

The functions of all offices, departments, boards and commissions abolished by this Charter shall be transferred automatically to the new offices, departments, boards and commissions created in this Charter in accordance with the duties imposed upon each of them in this Charter.

Sec. 10-402 Transfer of records, equipment, etc.

When an existing office, department, board or commission is abolished by this Charter, all books, papers, maps, charts, plans, records and other equipment in the possession of such office, department, board or commission, or any member or officer thereof, shall be delivered to the officer, department, board or commission to which its rights, powers, duties and obligations are transferred. If such rights, powers, duties and obligations are not specifically transferred to any office, department, board or commission by this Charter, such books, records and equipment shall be delivered to the department of records to be held by it until proper disposition thereof shall be provided by ordinance. In case rights, powers, duties and obligations are divided between two or more offices, departments, boards or commissions, each of them shall receive such of the records and equipment as pertain to the rights, powers, duties and obligations transferred to that office, department, board or commission.

Sec. 10-403 Termination of terms of office.

The terms of office of all elected and appointed officials of the city shall terminate upon the effective date of this Charter, except members of the housing authority and members of political committees, and except further that the terms of office of the probate judge, auctioneers and constables shall terminate on the date of the first regular meeting of the council in February, 1954, and members of the board of canvassers and registration shall terminate on the first Monday of March, 1954.

Sec. 10-404 Employees to be temporary after effective date.

All persons in the employ of the city after the effective date of this Charter shall be temporary employees until permanent employees are appointed after qualifying or competitive examinations, given pursuant to Article VII for the particular positions.

Sec. 10-405 Licenses and permits to remain in effect after effective date.

All licenses and permits issued by the city or any agency thereof prior to the effective date of this Charter shall continue in full force and effect until the termination date thereof, unless suspended or revoked for cause.
