There is hereby established a Bethany Conservation Commission, which shall have as its object the development and conservation of natural resources, including water resources and farmland resources, within the territorial limits of the Town of Bethany.
The Commission shall be composed of five members, who shall be appointed by the First Selectman of the Town of Bethany within 45 days of the effective date of this chapter.
The original appointees shall serve from the date of their appointment until June 30, 1962. Thereafter, one of said members shall serve to June 30, 1963, two of said members to June 30, 1964, and two of said members to June 30, 1965. New appointees shall thereafter be appointed by the First Selectman for three-year terms.

The First Selectman shall be empowered to remove any member at any time for cause and to fill any vacancy.
Said Commission shall have all of the duties and all of the powers given to it by C.G.S. § 7-131a and by any other statute of the State of Connecticut.
The Commission shall render an annual report of its doings to the Town in the manner required of other Town agencies.

A. 
There shall be a panel of alternate members who shall be electors of the Town. No more than one member of such panel shall be of the same political party.
B. 
Within 60 days after adoption of this section, the First Selectman shall appoint two members, one for a two-year term and one for a three-year term. Thereafter, all appointments made shall be for five-year terms.
C. 
Such alternate members, when seated as hereinafter provided, shall have all the powers and duties set forth for the regular members.
D. 
If a regular member is absent, abstains or is disqualified, the Chairman of the Commission shall designate an alternate to so act, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.
