There is hereby established the Economic Development Commission for the Town of Bethany, which shall have as its object research into economic conditions and trends in the Town.

The Commission shall be composed of five members appointed by the First Selectman.

The terms of office of the members of the Commission shall be five years. The Board of Selectmen shall be empowered to remove any member at any time for cause. The First Selectman shall appoint members to fill any vacancy.
The Commission shall have all of the duties and all of the powers given to it by C.G.S. § 7-136.
The Commission shall render an annual report of its doings to the Town in the manner required of other Town agencies.

A. 
Within 60 days after adoption of this section, the First Selectman shall appoint two alternate members, one for a three-year term and one for a five-year term. Thereafter, all appointments made shall be for five-year terms.
B. 
Such alternate members, when seated as hereinafter provided, shall have all the powers and duties set forth for the regular members.
C. 
If a regular member is absent, abstains or is disqualified, the Chairman of the Commission shall designate an alternate to so act, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.
