The Board of Selectman shall call a Town Officers Committee Meeting at least once a year to engage in a general discussion for the purposes of developing and maintaining uniform and consistent long-range policies in relation to the various phases of the Bethany town government; coordinating the efforts of all town officers, boards and commissions; promoting harmony and cooperation between all such officers, boards and commissions; and for the general purpose of improving the administration of the government of the Town of Bethany. The Board of Selectmen shall determine the agenda for the meeting pursuant to the terms of this Article I.

A. 
The following persons shall be required to attend the Town Officers Committee Meeting and, when meeting in accordance with this Article I, shall be known as the Town Officers Committee:
(1) 
Selectmen.
(2) 
Treasurer.
(3) 
Town Clerk.
(4) 
Tax Collector.
(5) 
Assessor.
(6) 
Registrars of Voters.
(7) 
Bethany Regional Board of Education.
(8) 
Judge of Probate.
(9) 
Justices of the Peace.
(10) 
Town Attorney.
(11) 
Town Sanitarian.
(12) 
Zoning Enforcement Officer.
(13) 
Fire Marshal.
(14) 
Director of Human Resources.
(15) 
Director of Parks and Recreation.
(16) 
One Resident State Trooper.
(17) 
Town Historian.
(18) 
Road Foreman.
(19) 
Superintendent of Schools.
(20) 
All members of the following town agencies:
(a) 
Board of Assessment Appeals.
(b) 
Board of Education.
(c) 
Board of Finance.
(d) 
Planning and Zoning Commission.
(e) 
Zoning Board of Appeals.
(f) 
Inland Wetlands Commission.
(g) 
Conservation Commission.
(h) 
Park and Recreation Committee.
(21) 
Such other public officials, employees, or of any other town agency, as may be directed by the Board of Selectmen.
B. 
Such persons shall be notified of the meeting by mail and provided a copy of the agenda not less than seven days prior to the meeting.
C. 
Twenty-five members constitute a quorum.

The powers of the Town Officers Committee shall be advisory and exploratory only. The following areas of activity for this body shall be basic, but shall not exclude other topics which may fall within the scope of § 54-1:
A. 
Procuring revenue for the town.
B. 
Solution of particular problems or difficulties confronting any town officers, boards or commissions for suggestions and possible solutions.
C. 
Preliminary examination and discussion of possible ordinances desirable for presentation to the Town Meeting for adoption.

A. 
The First Selectman shall be the Chairman of the meeting. In his absence, a Selectman designated by the First Selectman shall act as Chairman.
B. 
The Town Clerk shall be the Secretary of such meeting, and the minutes of the meeting shall be a public record and filed in the Town Clerk's office.

A. 
If 20 electors, not related by blood or marriage, submit a signed petition of complaint against any officer or any board to the Selectmen, the Selectmen shall call a meeting of the Town Officers Committee to consider this complaint. It shall be the duty of the Town Officers Committee to report to the town its recommendations with respect thereto. In no event shall the powers of the Town Officers Committee go beyond those already mentioned in § 54-3, namely, that such powers shall be advisory only.
B. 
In the event that the Town Officers Committee takes no action in 30 days, the complainants may pursue whatever remedies are open to them under the ordinances or statutes, but in no event shall anything in this chapter as originally proposed or amended deprive any elector of his right under the ordinances or statutes.
