[HISTORY: Adopted by the Annual Town Meeting of the Town

In accordance with the provisions of Chapters 98, 124, 126,
440, 444 and 446 of the General Statutes of the State of Connecticut,
as amended, the Town of Bethany adopts the following Stormwater Management
Ordinance for the following purposes: to protect, maintain and enhance
the public health, safety, and general welfare by establishing minimum
requirements and procedures to control the adverse impacts associated
with postconstruction stormwater runoff. Proper management of stormwater
runoff will minimize damage to public and private property, reduce the effects of development on land and wetlands, control
stream channel erosion, reduce local flooding, improve water quality,
and maintain after development, as nearly as possible, the predevelopment
runoff characteristics.

The purpose of this ordinance is to provide for the health,
safety, and general welfare of the citizens of Bethany, through the
regulations of nonstormwater discharges to the storm drainage system
to the maximum extent practicable as required by federal and state
law. This ordinance establishes methods for controlling the introduction
of pollutants into the municipal separate storm sewer system in order
to comply with requirements of the National Pollutant Discharge Elimination
System permit process.
