For the purpose of determining privileges and rights relating
to accumulations of time for payout purposes upon separation from
service and other incidents of their employment with the City of Cohoes,
the Police Chief and the Fire Chief of the City of Cohoes shall be
considered as department heads without regard to whether a Commissioner
of Public Safety has or has not been appointed by the Mayor.
