The details for the administration of land use, development, planning
and zoning regulations in the Borough shall be set forth in a Planning
Code which may be adopted by Council under this Charter. The details
shall include, but shall not be limited to: provisions for the appointment,
compensations, duties and functions of a Planning Commission and a
Zoning Hearing Board; the adoption or modification of a Comprehensive
Development Plan for the physical development of the Borough; and
procedures for the implementation of a Comprehensive Development Plan
by the Council. Council may adopt this proposed Planning Code by ordinance
with an affirmative vote by at least four (4) of its members following
a public hearing according to Section 505 of this Charter. Council
may not amend the Planning Code subsequent to the public hearing unless
approved by an affirmative vote by at least four (4) of its members
following a new public hearing according to Section 505 of this Charter.
