A. 
The functions and responsibilities of the Department of Public Works are as follows:
(1) 
The construction and maintenance of the streets, bridges, curbs and gutters of the Borough;
(2) 
Street cleaning and snow and ice control;
(3) 
The collection and disposal of refuse;
(4) 
The construction and maintenance of storm and sanitary sewer structures;
(5) 
The installation and maintenance of traffic control devices and signs, street name signs and parking meters;
(6) 
The construction and maintenance of parks and park facilities;
(7) 
The planting and maintenance of trees and other vegetation along municipal rights-of-way and other property of the Borough;
(8) 
The maintenance of and custodial services for all Borough buildings and Borough-owned public facilities;
(9) 
The performance of inspection and related procedures to ensure proper maintenance and repair of sidewalks in accordance with law and ordinance;
(10) 
The repair and maintenance of all Borough vehicles, which maintenance may be performed by private persons, as directed by the Manager or by need in case of emergency; and
(11) 
The control of rodents and other pests in the Borough.
B. 
If all or part of any of the functions and responsibilities enumerated in Subsection A hereof is performed by a contractor, the Manager shall be responsible for contract administration and, if engineering expertise is needed, the Engineer shall be so responsible.
The Manager shall be the head of the Department of Public Works and may appoint a Superintendent of Public Works, who shall be responsible to the Manager for the performance of the functions of the Department.
