There is hereby established a Civil Service Commission in and for the Borough.
The Civil Service Commission shall be composed of three members, all of whom shall be qualified electors of the Borough, appointed by Council. Of the first three members of the Commission, one shall serve a term of two years, one a term of four years and one a term of six years. As these terms expire, members shall be appointed for terms of six years. A vacancy occurring in the Commission shall be filled by Council for the unexpired term within a period of 30 days after such vacancy occurs.
The Civil Service Commission shall organize, adopt rules and regulations, conduct examinations of applicants and have such other powers and duties as are prescribed by the Borough Code and by ordinance.
