As used in this chapter, "public highway" means and includes
a street, alley, way, drive, boulevard, highway or thoroughfare of
any kind or description which has been or shall be opened as a public
thoroughfare in the Borough, whether located entirely in the Borough,
and under the exclusive jurisdiction thereof, or a part of a United
States, state, county, township, quasi-municipal or municipal public
highway, all or any portion of which is or shall be situated in the
Borough.

The survey, plan and system for the numbering of houses, apartments,
buildings and other structures prepared by the Borough Engineer is
hereby approved and adopted by the Borough.

Within 90 days of enactment of this chapter, every owner, trustee, lessee, agent and/or occupant of each and every house, apartment, building or other structure in the Borough shall cause such house, apartment, building or other structure to be numbered in accordance with this chapter and with the survey, plan and system adopted in § 128-2.

Every owner, trustee, lessee, agent and/or occupant of a new house, apartment, building or other structure, or of an existing house, apartment, building or other structure which has been or is hereafter altered or remodeled in such a manner as to require an additional number by reason of the change of character thereof, shall apply to the Borough Secretary, the Building Inspector/Code Enforcement Officer, or their designees, for a new number for such new house, apartment, building or other structure, or for a new or additional number for such altered or remodeled house, apartment, building or other structure, at the time of the application for the building permit. Such new number shall be determined by the Borough Secretary, the Building Inspector/Code Enforcement Officer, or their designees, in accordance with this chapter and with the survey, plan and system adopted in § 128-2. No occupancy permit shall be issued for such new house, apartment, building or other structure, or such remodeled or altered house, apartment, building or other structure, until there has been compliance with this chapter.

A.
The number assigned to each house, apartment, building or other structure
shall be placed in a conspicuous place in close proximity to the door
facing the street and placed in such a manner as to be in full view
from the opposite side of the street. Such number shall be of paint,
metal, plastic, wood or any other generally acceptable material, being
at least three inches in height, and shall be legible and clearly
identifiable from the background upon which the number is mounted.
However, in the event the house, apartment, building or other structure
sets back 75 feet or more from the cartway, it shall be mandatory
that, in addition to the numbers required herein to be placed in close
proximity to the door facing the street, there shall be posted at
or near the cartway in a clear and conspicuous manner the number assigned
to such house, apartment, building or other structure, which number
shall comply with all provisions of this chapter.
B.
In the event a property owner locates his or her mailbox away from
the structure, the mailbox shall be placed in close proximity to the
cartway and contain the number required herein, which number shall
comply with all provisions of this chapter.
A.
No person shall cover the number of a house, apartment, building
or other structure with any signs, drapery or obstruction tending
to conceal such number.

A.
For the purpose of enforcing this chapter, the Borough Manager, the
Borough Secretary and/or the Building Inspector/Code Enforcement Officer,
or their designees, are hereby authorized to enforce compliance with
this chapter, as amended.
B.
The method of numbering, as indicated more particularly in the survey, plan and system adopted in § 128-2 is as follows:
(1)
The initial point in numbering houses, buildings and other structures
on public highways extending in a generally southwardly direction
from the Pittsburgh city line and Hamburg Street shall be at such
line and street. The initial number at such point shall be 800, with
new numbers having increments of two, numbered consecutively at intervals
of 25 feet. The numbers on the easterly side of public highways shall
be odd and those on the westerly side shall be even. All public highways
running southwardly, or in the same general direction as Greentree
Road, shall, as nearly as possible, use the same general numbers which
exist opposite and at right angles thereto on Greentree Road.
(2)
Greentree Road shall be the dividing line between east and west.
For all public highways running in an eastwardly and westwardly direction
from such dividing line, the numbers shall commence at Greentree Road
with number 1 and extend eastwardly or westwardly therefrom, with
new numbers having increments of two, numbered consecutively at intervals
of 25 feet. Houses on the northerly side of Greentree Road shall bear
odd numbers and those on the southerly side shall bear even numbers.
(3)
Noblestown Road shall use the same numbers and the same distance
as required by the City of Pittsburgh for those portions of such road
which are located in the City of Pittsburgh.
(4)
If new houses, apartments, buildings, or other structures or existing
houses, apartments, buildings or other structures which are altered
or remodeled in such a manner as to require new numbers are erected
at intervals of less than 25 feet, the Borough Engineer shall have
the power to assign to such a house, apartment, building or structure
an appropriate number which shall carry out the general intent of
this chapter.
A.
No person shall number or attempt to number a house, apartment, building or other structure contrary to the requirements of this chapter and the survey, plan and system adopted in § 128-2, or fail to change the number thereof, or locate or relocate the number and establish its size thereof and otherwise comply with this chapter within 90 days from the date of adoption hereof.

B.
No person shall alter, deface, remove or destroy any number required
to be displayed under this chapter.

C.
Failure to comply with this chapter and its amendments within 90
days from the date of its adoption shall be deemed a violation hereof,
and there shall be no requirement that the Borough Manager, Borough
Secretary or Building Inspector/Code Enforcement Officer or their
designees provide any person with notice of violation or noncompliance.
