After February 6, 1961, no person shall sell at retail, offer or expose for sale at retail, deliver, install, rent, lease, possess or use, either directly or indirectly, in the Borough, any unventable gas room, space or water heater. No person shall install or use any unvented gas room, space or water heater.
A. 
On or before the 10th day of each month, all persons selling at retail, installing, renting or leasing gas room, space or water heaters in the Borough shall file with the Borough Secretary a statement listing all sales at retail of such heaters during the preceding calendar month. The statement shall specify the types of heaters sold, the dates of delivery, the names and addresses of the buyers or users, the addresses to which the heaters were delivered (or where and when the same were installed) and, if rented or leased, the times, places and persons to whom such heaters were rented or leased.
B. 
All persons selling at retail, installing, renting or leasing gas room, space or water heaters in the Borough shall keep accurate records of the facts required for filing under Subsection A hereof. Any duly authorized officer or employee of the Borough, upon showing proper identification, shall have the authority to inspect and examine such records in order to verify the accuracy of the statement or to determine whether or not the statement should have been filed.
Every type of gas room, space and water heater installed or used in the Borough shall be connected to a proper, adequate and approved chimney flue or vent in accordance with the applicable regulations contained in Chapter 144, Construction Codes, of this Code.
No person shall sell, offer or expose for sale at retail, deliver, install, rent or lease in the Borough any gas appliance unless it has the approval of, or is listed by, the America Gas Association Laboratories.
The Mayor is hereby charged with the enforcement of this chapter and is authorized to adopt rules and regulations relating to any matter pertaining to the administration and enforcement of this chapter.
