A. 
Every owner of property in the Borough shall, on 10 days' notice from Council, repair and reconstruct the sidewalk in front of or alongside such property in the manner stipulated in such notice.
B. 
The notice referred to in Subsection A hereof may be written or printed, or partly written and partly printed.
All sidewalks shall be reconstructed and repaired of concrete only, in accordance with specifications determined from time to time by the Borough Engineer. However, a bituminous surface, meeting specifications determined by the Engineer, may be applied as a protective coating only where an entire block of concrete does not have to be replaced. Where an entire block of concrete has to be replaced, such replacement shall be with concrete only.
All sidewalks shall be reconstructed and repaired and the grading thereof done upon the line and grade obtained by the property owner from the Borough Engineer, and not otherwise. Upon notice, as provided in § 295-6, such reconstruction or repair shall be done by the owner of such property.
The Borough Engineer or his or her agent or authorized representative shall determine in the case of any individual property whether or not the sidewalk shall be reconstructed or repaired and, if so, the specific part or parts thereof to be reconstructed or repaired. The Engineer or his or her agent or authorized representative may at any time during the course of work of reconstructing or repairing any sidewalk visit the site of such work to ascertain whether or not such work is being done in accordance with this article. The Engineer or his or her agent or authorized representative shall visit any such site for such purpose when requested by the property owner. Within two days after the completion of the work of reconstruction or repair of any sidewalk, the owner of the property where such work was done shall notify the Engineer or his or her agent or authorized representative so that the Engineer, agent or representative may inspect such sidewalk to determine whether or not the grade thereof has been observed and followed.
Any property owner, upon his or her own initiative and without notice from any Borough authority, may reconstruct or repair a sidewalk in front of or alongside his or her property, provided that such owner first makes application to the Borough Engineer and that such reconstruction or repair conforms with this article as to line and grade and as to materials used. Such owner shall also notify the Borough Engineer, as required by § 295-9, within two days after completion of the work.
If a property owner neglects to comply with this article, the Borough may, after notice, have the work done at the cost of the property owner and may collect the cost, plus an additional 10% of such cost, together with all related charges and expenses, from the property owner. The Borough may file a municipal claim for such costs or collect the same by an action in assumpsit.
