The Borough of High Bridge recognizes the volunteer emergency/rescue
service, known as the "High Bridge Emergency Squad, Inc.," which shall
be the basic life emergency medical service unit for the Borough of
High Bridge.

As used in this chapter, the following terms shall have the
meanings indicated:
EXECUTIVE COMMITTEE
The officers of the High Bridge Emergency Squad, Inc., specifically
the President, Vice President, and Chief.
LIAISON
A member of the Council appointed by the governing body.
LINE OFFICERS
The operational body of the High Bridge Emergency Squad,
Inc., specifically the Chief, Assistant Chief, Captain-EMS and Captain-Rescue
of the Squad.
OFFICERS OF THE ORGANIZATION
President, Vice President, Corresponding Secretary, Recording
Secretary, Financial Secretary, Treasurer, three Trustees, Chief,
Assistant Chief, Captain-EMS, Captain-Rescue, Director of Equipment,
Assistant Director of Equipment/EMS, Assistant Director of Equipment/Rescue,
and Training Officer.
SQUAD
The voluntary ambulance squad or rescue squad, also known
as the "High Bridge Emergency Squad, Inc."
TRUSTEE
Elected officer serving three-year term. The term is staggered
so one Trustee is elected each year.
The Squad shall, in emergencies, and when called upon, render
emergency medical and rescue services to the citizens of High Bridge
and surrounding communities in accordance with this chapter and with
all applicable federal and state statutes, rules and regulations,
and in accordance with all bylaws, rules and regulations established
by the Bylaws of the High Bridge Emergency Squad (Revision 12-5-2004),
the New Jersey Department of Health and the New Jersey First Aid Council.
An applicant for membership in the Squad shall satisfy all applications
requirements for membership set out in The High Bridge Emergency Squad
Bylaws, Article V.
The officers of the Squad, their appointments and terms, shall
be designated in the High Bridge Emergency Squad Bylaws, Article II,
all of whom shall be active members of the Squad at the time of their
election and throughout the period during which they hold such office.

II, all of whom shall be active members of the Squad at the time of
their election and throughout the period during which they hold such
office. Any vacancy in the offices shall be filled in accordance with
the bylaws.
The President of the Squad shall, immediately after the first
Monday in April of each year, deliver to the Borough of High Bridge
Mayor and Council a full and correct inventory of all the apparatus,
equipment, furniture and fixtures in the possession of such company
and belonging to the Squad. Any failure or refusal on the part of
a Squad to make and deliver such inventory, and any willful incorrectness
or misstatement in any such inventory, shall be reported to the Mayor,
and it shall be the duty of the President to submit to the Borough
Mayor and Council at the second regular meeting of April of each year
the aforesaid inventories which shall be filed by the Borough Clerk.

All complaints by citizens against officers or members of the
High Bridge Emergency Squad, Inc. shall be made to the High Bridge
Emergency Squad Executive Committee in writing. The complainant shall
state briefly the grounds of the complaint and the rules and regulations
which have been violated. Such complaints shall be heard at a time
fixed by the High Bridge Emergency Squad Executive Committee, which
shall make such rules and regulations for the hearing as in its discretion
and shall best promote the ends of justice. If the complainant is
not satisfied with the decision of the Executive Committee and he/she
has directed the complaint to the Borough of High Bridge, Mayor and
Council will advise the Council liaison to act as an informal mediator,
who will report back to the Mayor and Council with the final resolution.
The reprimand, suspension or expulsion of any Squad member shall
be designated in the High Bridge Emergency Squad Bylaws, Article VII.

A. For purposes of this chapter, a "criminal history record background
check" means a determination of whether a person has a criminal record
by cross-referencing that person's name and fingerprints with
those on file with the State Bureau of Identification in the Division
of State Police and the Federal Bureau of Investigation.
B. The Borough requires that, as a condition of membership with the
High Bridge Emergency Squad, all prospective members shall submit
to being fingerprinted in accordance with applicable state, federal,
county and local laws, rules and regulations.
C. As a further condition of membership with the High Bridge Emergency
Squad, all prospective members shall authorize the Borough, through
its duly authorized representative, to exchange fingerprint data with
and receive criminal history record information from the State Bureau
of Identification in the Division of State Police and the Federal
Bureau of Investigation.
D. In order to obtain criminal history record information pursuant to
this chapter and N.J.S.A. 40:48-1.4, the Borough shall submit the
fingerprint data for prospective members of the High Bridge Emergency
Squad to the State Bureau of Identification in the Division of State
Police. The State Bureau of Identification shall receive all criminal
history record information from the Federal Bureau of Investigation
and shall disseminate that information to the Borough.
E. The Borough shall conduct a criminal history record background check
of a prospective member of the High Bridge Emergency Squad only upon
receipt of the written authorization and consent to the criminal history
background check from the prospective member. A form for the authorization
and consent to said background check shall be provided to each prospective
member along with the application for membership with the High Bridge
Emergency Squad. Failure to submit a fully signed and witnessed written
authorization and consent form shall be grounds to reject an application
for membership with the High Bridge Emergency Squad.
F. The Borough shall bear the costs associated with conducting criminal
history record background checks in accordance with N.J.A.C. 13:59-1.3(c).
G. An individual shall be disqualified from serving as a member of the
High Bridge Emergency Squad if that prospective member's criminal
history record background check reveals a record of conviction of
any of the following crimes and/or offenses as set forth in N.J.A.C.
8:40A-6.2(d), unless a waiver has been granted as provided in N.J.A.C.
8:40A-6.2(c)2:
(2) Any disorderly persons offense; and/or
(3) A petty disorderly persons offense involving the possession, utilization,
sale and/or distribution of any controlled dangerous substance; representing
a risk of harm to the health, safety or welfare of patients; and/or
involving patient abuse or patient neglect.
H. All prospective members, upon receiving a conditional offer of membership
with the High Bridge Emergency Squad, shall submit their name, address,
fingerprints and written consent to the Borough for the criminal history
record background check to be performed. All conditional offers of
membership with the High Bridge Emergency Squad shall be specifically
subject to the prospective member passing the criminal history record
background check, along with any other requirements as provided by
law and/or requested by the Borough.
I. Access to criminal history record background information of prospective
members of the High Bridge Emergency Squad obtained under this chapter
is restricted to authorized personnel of the Borough, who shall include
the Borough Administrator, Police Chief, Mayor, Borough Attorney and
such other personnel as are specifically designated in writing by
the Mayor as having a need-to-know, as may be authorized by federal
or state statute, rule or regulation, executive order, administrative
code, this chapter and/or resolution regarding obtaining and dissemination
of criminal history record background information.
J. Criminal history record background information shall not be disseminated
to persons or organizations not authorized to receive the records
for authorized purposes. Use of this record shall be limited solely
to the authorized purpose for which it was given and it shall not
be disseminated to any unauthorized persons. Said records are not
public records under the Open Public Records Act.
