Operational departments of government shall be created or abolished by the Board of Commissioners. Within each department, however, the organization and implementation of specific functions shall be the responsibility of the department head, subject to the review and approval of the Township Manager. The highest ranking employee of each department shall be designated as the "Director."
The following departments are hereby established to operate under the direction and supervision of the Township Manager:

A. 
Directors of departments of the Township which operate under the direction and supervision of the Township Manager shall possess the necessary qualifications for their respective offices, as established by the Township Manager. They shall be appointed and removed by the Board of Commissioners.
B. 
The Board of Commissioners at the commencement of the fiscal year in any even-numbered year, or as soon thereafter as practicable, may elect, by a vote of a majority of the members, one person learned in the law, who shall be styled the Township Solicitor, and who shall serve for the term of two years and until his successor qualifies. The compensation of the Solicitor shall be fixed by the Board of Commissioners. Vacancies in the office of the Township Solicitor shall be filled by the Board of Commissioners for the unexpired term.
C. 
The Board of Commissioners at the commencement of the fiscal year in any even-numbered year, or as soon thereafter as may be practicable, may elect, by a vote of a majority of the members, one person as Township Engineer, who shall be a registered civil engineer. He shall serve for a term of two years and until his successor qualifies. The Board of Commissioners shall fix the compensation of the Engineer. Vacancies in the office of the Township Engineer shall be filled by the Board of Commissioners for the unexpired term.
D. 
The volunteer fire companies shall elect a Fire Chief in accordance with company procedures and bylaws.
Directors of departments of the Township which operate under the direction and supervision of the Township Manager shall be directly and immediately responsible to the Township Manager for the effective administration and operation of their respective departments and all activities pertaining thereto. The Departments of Law and Engineering are directly responsible to the Board of Commissioners, but they shall work in conjunction with the Township Manager as necessary. They shall have all powers and duties and shall be subject to all obligations and liabilities heretofore or hereafter lawfully granted or imposed by the First Class Township Code, this chapter or resolution of the Board of Commissioners, order or direction of the Manager or any law of the commonwealth.
A. 
Each department of the Township, with the exception of the Department of Law and the Department of Engineering, shall operate under the direction and supervision of the Township Manager and shall:
(1) 
Cooperate with other departments in furnishing such services, labor and materials as may requisitioned by the directors of such other departments, subject to regulations as the Township Manager may prescribe.
(2) 
Establish, maintain and preserve a system of filing and indexing records and reports in sufficient detail in order to furnish all information necessary for proper control of departmental activities and in order to form a basis for periodic reports to the Township Manager.
B. 
The Department of Law and Department of Engineering shall operate under the direction and supervision of the Board of Commissioners.
The Department of Administration shall be responsible for all activities relating but not limited to the following functions:
A. 
Labor relations and negotiations.
B. 
Public relations programs.
C. 
Community group and service liaison.
D. 
Community communications and cable television.
E. 
Intergovernmental relations and contracts.
F. 
Office management.
G. 
Records maintenance and retrieval.
H. 
Coordination of departmental operations.
I. 
In-service training programs.
J. 
Personnel administration.
K. 
Capital programming.
L. 
Coordination of grant applications.
M. 
Staff assistance to boards and commissions.
The Department of Finance shall be responsible for all activities relating but not limited to the following functions:
A. 
General financial administration.
B. 
Accounting and expenditure control.
C. 
Payroll administration and control.
D. 
Insurance programs.
E. 
Budget preparation and control.
F. 
Capital programming.
G. 
Internal auditing.
H. 
Purchasing systems.
I. 
Property and inventory maintenance.
J. 
Staff assistance to independent auditors.
K. 
Staff assistance to boards and commissions.
L. 
All other responsibilities and obligations that the Township Manager may from time to time assign consistent with the First Class Township Code.
The Department of Police Protection shall be responsible for all activities relating but not limited to the following functions:
A. 
General preservation of public order.
B. 
Prevention and suppression of crime.
C. 
Apprehension of violators of the law.
D. 
Protection of life and property.
E. 
Traffic and pedestrian control and safety.
F. 
Investigation of crimes.
G. 
Maintenance of police records and files.
H. 
Operation of the jail.
I. 
Coordination of police programs and services with other agencies.
J. 
Staff assistance to the Civil Service Board.
K. 
Animal control programs.
L. 
All other responsibilities and obligations that the Township Manager may from time to time assign consistent with the First Class Township Code.
The Department of Public Works shall be responsible for all activities relating but not limited to the following functions:
A. 
Maintenance of municipal buildings, equipment and facilities and all parks and recreation facilities.
B. 
Construction and maintenance of streets and sewers.
C. 
Erection and maintenance of parking and traffic control signals, signs and street markings.
D. 
Coordination and direction of refuse removal and disposal.
E. 
All other responsibilities and obligations that the Township Manager may from time to time assign consistent with the First Class Township Code.
The Department of Building Inspection and Code Enforcement shall be responsible for all activities relating but not limited to the following functions:
A. 
Housing, land and building inspection.
B. 
Enforcement of Township Building and Fire Prevention Codes.
C. 
Coordination of code enforcement with other agencies.
D. 
Administration and enforcement of the Township Zoning Ordinance and development programs.
E. 
Coordination of grant applications.
F. 
Technical and staff review assistance to the Planning Commission.
G. 
Technical and staff review assistance to the Zoning Hearing Board.
H. 
All other responsibilities and obligations that the Township Manager may from time to time assign consistent with the First Class Township Code.
The Department of Law shall be responsible for all activities relating but not limited to the following functions:
A. 
Supervision of all legal matters of the Township.
B. 
Staff counsel to the Planning Commission and any other Township board or commission, except the Zoning Hearing Board, as directed by the Board of Commissioners.
C. 
All other responsibilities and obligations that the Board of Commissioners or Township Manager may from time to time assign consistent with the First Class Township Code.
The Department of Engineering shall be responsible for all activities relating but not limited to the following functions:
A. 
Supervision of all engineering matters of the Township.
B. 
Staff assistance to the Planning Commission, Zoning Hearing Board and Parks and Recreation Board.
C. 
All other responsibilities and obligations that the Board of Commissioners or Township Manager may from time to time assign consistent with the First Class Township Code.
The volunteer fire company shall continue to operate as a private corporation under the laws of the Commonwealth of Pennsylvania. The Department of Administration will coordinate activities of this Department requiring action, support or cooperation by and of the Township.
The proper officials of Robinson Township are hereby authorized and directed to do all things necessary to effectuate the purpose of this chapter.
