The Township of Robinson hereby reserves the right to restrict
the use of Township-owned and -maintained swimming pools to the residents
of the Township of Robinson and guests of residents of the Township
of Robinson who are season pass holders.
At least four weeks prior to the commencement of each swimming
season, the Parks and Recreation Board shall submit to the Board of
Commissioners a written recommendation of the admission fees to be
paid by those persons using the Township swimming pools. The Board
of Commissioners shall have the right to approve or reject, in whole
or in part, the written recommendation as submitted by the Parks and
Recreation Board. The admission fees may be altered by the Board of
Commissioners, either upon its own motion or upon recommendation of
the Parks and Recreation Board during the swimming season to meet
changed conditions. The admission fees established by the Board of
Township Commissioners shall be posted in a conspicuous place and
shall be enforced by the Swimming Pool Manager.
Any person desiring a season pass for the use of the Clever Road Swimming Pool or any other pool owned and maintained by the Township of Robinson shall make application therefor to the Township on forms provided by the Township Secretary and shall pay the appropriate fees as established in § 182-2 of this article.
Nonresidents of the Township may use the pools upon payment of the appropriate admission fee, as established in § 182-2 of this article, and subject to the regulations established from time to time by the Parks and Recreation Board. The Parks and Recreation Board may, from time to time, with the consent of the Board of Township Commissioners, suspend all nonresident privileges.
The Parks and Recreation Board shall, from time to time, adopt
regulations for the use of the Clever Road Swimming Pool and all other
swimming pools to be owned and operated by the Township of Robinson,
which regulations shall be posted in a conspicuous place and enforced
by the Swimming Pool Manager. All admissions shall be subject to the
aforementioned regulations.
No season pass issued pursuant to this article shall be transferable.

Any person violating the provisions of this article or any person who knowingly supplies false information on an application for a season pass under § 182-3 hereof shall be subject to a fine not exceeding $600 and costs or, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.

For the purpose of this article, the following terms shall have
the meanings indicated:
Any tract of land owned and/or under the control and supervision
of the Township of Robinson wherein recreational facilities are erected
and areas are provided for recreational activities.
The following uses shall be prohibited in the parks:
A.
Grass areas must not be used for roadways, parking or for other purposes
which may injure or destroy the turf or landscaping.
B.
Trees, shrubs, hedges, berries, wildflowers or other flowers must
not be picked, cut, broken or injured in any way whatsoever.
C.
Buildings, fences, fountains, statuary, benches or signs must not
be injured or defaced in any way.
D.
Paper, rubbish or any refuse whatsoever must not be scattered but
must be deposited in receptacles provided for that purpose.
E.
Birds, squirrels, rabbits, deer, ducks or any other wild creatures
may not be hunted, injured, killed or in any manner molested within
the park limits. Abandonment of domestic animals (dogs, cats, etc.,
which are words by way of example rather than by way of limitation)
is likewise forbidden. Any animal found at large may be seized and
impounded by animal control or any person authorized to do so.
F.
Wading or swimming is forbidden in any fountain, lake or stream,
unless duly authorized, nor may any use be made of any of these waters
which may contaminate them.
G.
Lotteries or other gambling or games of chance, drunkenness, disorderly
or indecent conduct and profane or offensive language are prohibited.
H.
No person shall in any park clean, polish, grease, lubricate or make
repairs to any vehicle except those of a minor nature and then only
in cases of emergency.
I.
No person shall voluntarily bring, land or cause to descend or alight
within any park any airplane, helicopter or other apparatus for aviation.
"Voluntarily," in this connection, shall mean anything other than
a forced landing in emergency cases.
J.
All bottled beverages, including but not limited to beer, are prohibited
in parks. Also, serving or drinking of beer or liquor by persons under
21 years of age is prohibited.
K.
The sale of tickets or any commodities by groups is prohibited unless
authorized in writing by the Parks and Recreation Board.
L.
The above rules concerning prohibited regulations shall be enforced
by the Police Department, the Township police, or any other person
designated by the Parks and Recreation Board.

The following regulations shall be in force and effect in all
parks:
A.
Dogs or horses or any other domesticated animals are not permitted
at any time, except when held in leash and under the control of the
owner or other person having such animals in charge.
B.
Firearms may not be used or carried within the limits of the park
without authorization by the police or the Parks and Recreation Board.
C.
Fires may not be built or allowed anywhere in the park other than
in stoves or fireplaces provided for that purpose. No person shall
throw away or discard any lighted match, cigar, cigarette in any park,
except in receptacles provided therefor.
D.
Public meetings, assemblages or parades may take place within the
limits of the park without the written permission of the Parks and
Recreation Board.
E.
Riding or driving of horses, bicycles, motorcycles or any other vehicle
is not permitted except on roads and trails provided for that purpose.
F.
Peddlers, picnic parties or any other person or persons whatsoever
may not sell or offer for sale any article or service for hire within
the limits of the park, or set up therein any stand or booth for such
purpose, or distribute or display handbills, cards or advertisements
of any nature whatsoever unless duly authorized to do so in writing
by the Parks and Recreation Board.
G.
Games, contests or sports are permitted only in areas designed for
such use and in no case shall such use be permitted in areas where
lawns or planting may be injured or where such games or contests may
interfere with park regulations.
H.
Picnics will be allowed only in locations provided for that purpose.
Persons holding picnics shall clean up and place all wastepaper and
other refuse in receptacles provided for that purpose. Permits for
use of buildings are required for each day of the week, including
Sundays and holidays. Permits may be obtained from the Municipal Building,
Ewings Mill Road.
I.
The permit holder must be in attendance on location at all times
throughout the event for which a permit is obtained. The permit must
be posted in the appropriate place designated by the Township of Robinson
Parks and Recreation Board.
J.
The park shall be opened from sunrise until 11:00 p.m. each day.
No person shall under any circumstances loiter or remain in the park
between 11:00 p.m. and sunrise without the permission in writing of
the Parks and Recreation Board.
K.
All park facilities are limited to the use of Township residents
and their guests.
L.
Use of the Township tennis courts shall be limited to 1/2 hour per
person while other people are waiting to play. Upon termination of
the 1/2 hour designated per person, the said person shall follow other
persons waiting to use the tennis court facilities. The Parks and
Recreation Board shall control the use of the tennis courts in such
a manner that would be effective, efficient and expedient for the
players or users of the tennis courts.

The following traffic regulations shall be in force and effect
in all Township parks:
A.
A rate of speed exceeding 15 miles per hour is prohibited in the
park. Operating a vehicle in a reckless or negligent manner or in
excess of the posted speed limit is prohibited.
B.
All persons shall at all times heed and comply with directions of
the Township police officers or other persons authorized by the Parks
and Recreation Board and/or the Township Commissioners, indicated
by gesture or otherwise, and shall further comply with directions
on traffic signs. Directions on such traffic signs may be disregarded
only on an order of a police officer. In parking spaces, all persons
shall comply with the directions of the police or park employees.
C.
No driver shall stop on the improved or paved roadway of the park
for the purpose of removing or replacing a tire. No person shall remove
or replace a tire unless the vehicle is completely off the improved
or paved roadways.
D.
Motorcycles are not to be operated on any other area of the park
except on established roads and streets in said park for the purpose
of ingress, egress and regress from a public street into the park
area and, on a parking area, for parking only in any area provided
and designated as a parking area.
E.
The Pennsylvania Vehicle Code Act of 1976, P.L. 162, No. 81, as amended,
Title 75[1] is hereby declared to be in effect in all Township parks
and on all streets and roadways therein, with like effect as though
set forth herein in full, and the traffic rules and regulations set
forth herein are in addition to and supplement the Vehicle Code.

F.
No automobile shall be left in any park after closing hours without
special permission from the appropriate Township officials; the Township
shall be under no obligation to reopen the park or any parking lot,
road or gate locked after closing hours in order to allow said vehicle
to be removed during a period of time when the park is closed. Leaving
said vehicle in said park after closing hours without permission aforementioned
shall be a violation of this article.

A.
In addition to the other fees prescribed and designated by the Parks
and Recreation Board, each permit holder shall be required to post
a security deposit, in an amount as established from time to time
by resolution, to ensure his or her compliance with the provisions
of this article.
B.
There shall be a charge, as established from time to time by resolution,
for renting the shelter and a security deposit, as established from
time to time by resolution, which will be refunded immediately after
the appropriate Township official declares the shelter to be left
in good and orderly condition.
C.
An additional charge, in an amount as established from time to time
by resolution, shall be made if the applicant requests and is granted
permission to stay in the park for an extra period of time from 10:00
p.m. to 12:00 midnight.
D.
Organizations officially domiciled in the Township of Robinson will not be required to pay the fee for renting the shelter; however, they will be required to place a security deposit in accordance with the provisions of this § 182-12, which will be refunded in accordance with the rules and regulations contained in this article.

Any person violating any of the provisions of this article shall,
upon conviction thereof at a summary proceeding, be sentenced to pay
a fine not in excess of $600, to be paid to the use of the Township,
with costs of prosecution, or to undergo imprisonment in the county
jail for not more than 30 days, or both. Each violation hereunder
shall constitute a separate offense, subject to the penalties provided
in this article.
