A. 
It shall be unlawful to keep wild animals, swine/pigs, sheep, goats, cattle, ponies or horses, whether as a domesticated pet or for display or exhibition subject to Subsection B herein, or more than three rabbits, dogs or cats per household, provided that any newborn offspring of such rabbit, dog, or cat so kept, harbored or maintained may be kept on the premises for a period not to exceed 90 days after birth.

B. 
The provisions of Subsection A shall not apply to any keeping of such animals on a temporary basis not exceeding seven days where they are kept as live exhibits, circus, carnival, parades, or other event for entertainment which is authorized by the Borough Council in accordance with all applicable laws and ordinances, provided that proper bond or insurance be posted to indemnify those who may be injured by said animals. The type and amount of such bond or insurance shall be determined by the Borough Attorney, except where otherwise provided by ordinance.
Any houses or enclosures wherein such animals are confined must be kept clean and free from all foul odors.

Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable as set forth in Chapter 1, Article I, § 1-15, General penalty.

B. 
Any person who is convicted of violating the provisions of this article within one year of the date of a previous violation of the same article and who was fined for the previous violation shall be sentenced by the court to an additional fine as a repeat offender. The additional fine imposed by the court for a repeated offense shall not be less than the minimum or exceed the maximum fine fixed for a violation of this article, but shall be calculated separately from the fine imposed for the original violation of this article. The continuation of such violation for each successive day shall constitute a separate offense.
