All owners or possessors of any building or structure within the Borough of Westville required to be equipped with an automatic fire alarm system as set forth in N.J.A.C. 5:70-4.9 shall install an emergency access key box so that the emergency personnel of the Borough of Westville can gain immediate entry to such building or structure in the performance of their duties.
The emergency access key box shall be of an Underwriter's Laboratories (UL) type and approved by the Borough of Westville Fire Official. A list of types of emergency access key boxes which comply with this article shall be maintained by the Borough of Westville Fire Official.
The emergency access key box shall be installed in a location approved by the Borough of Westville Fire Official or his or her designate.
Inspection will be made from time to time by the Borough of Westville Fire Department or their designated agent to determine compliance with this article and assure the functioning of the locking device and the ability of the emergency personnel to gain access to the building or structure.
The emergency access key boxes shall contain the following:
A. 
Keys to locked points of entry and egress;
B. 
Keys to the locked mechanical rooms;
C. 
Keys to the locked elevator rooms and controls;
D. 
Keys to any fenced or secured areas; and
E. 
Keys to any other areas as directed by the Borough of Westville Fire Official.
All existing buildings shall comply with this article within 12 months of its effective date. All newly constructed buildings or structures not yet occupied and/or currently under construction shall comply immediately.
Any person, firm or corporation violating or failing to comply with any provision of this article shall, upon conviction thereof, be punishable by a fine of not less than $100 or more than $1,000, at the discretion of the Judge. Any person, firm or corporation who is convicted of violating the provisions of this article within one year of the date of a previous violation of the same article and who was fined for the previous violation shall be sentenced by the court to an additional fine as a repeat offender. The additional fine imposed by the court for a repeated offense shall not be less than the minimum or exceed the maximum fine fixed for a violation of this article, but shall be calculated separately from the fine imposed for the original violation of this article.
