If, before final site plan approval has been granted, any person develops or takes any action upon any land to which this chapter shall apply, such person shall be subject to a penalty as set forth in Chapter 1, Article I, § 1-15, General penalty, and each lot disposition so made shall be deemed a separate violation.
In addition to the foregoing, the Borough may institute and
maintain a civil action for injunctive relief or such other relief
as the court may deem appropriate.
