A. 
No owner or owners, tenant or tenants or any other occupant or occupants of any land or building in the Borough of Westville, in the County of Gloucester, State of New Jersey, shall permit the water from the leaders or conductors of water from the roof of said building or wastewater from said building to flow over or upon the sidewalks adjacent to said building. Further, no owner or owners, tenant or tenants or occupant or occupants of any property or other building in the Borough of Westville shall permit the discharge of snow or ice onto any sidewalk adjacent to such property or into any public street, avenue or highway by means of a snow removal machine, shovel or any other device.
B. 
Over-the-sidewalk, under-the-sidewalk and/or through-the-curb drains for the purpose of disposing of water, including sump-pump discharge are hereby prohibited.
C. 
Owners of existing buildings shall mitigate water discharge within the boundaries of their property whenever possible. When mitigation of sump-pump discharge is not possible on a residential property, connection to the sanitary sewer is permitted with the approval of the Westville Borough Council as per the terms and conditions of § 228-1.
D. 
Under no circumstances are any other type of connections which drain stormwater permitted to be connected in any way to the sanitary sewer system.

A. 
Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable as set forth in Chapter 1, Article I, § 1-15, General penalty.

B. 
Any person who is convicted of violating the provisions of this article within one year of the date of a previous violation of the same article and who was fined for the previous violation shall be sentenced by the court to an additional fine as a repeat offender. The additional fine imposed by the court for a repeated offense shall not be less than the minimum or exceed the maximum fine fixed for a violation of this article, but shall be calculated separately from the fine imposed for the original violation of this article. The continuation of such violation for each successive day shall constitute a separate offense.
