All applications for the issuance or renewal of any license of either class shall be made to the Borough Council on blank forms adopted by said Council and obtained from the Borough Clerk and designed to elicit information respecting the identification, responsibility and law-abiding habits of the applicant and such other information as shall be deemed necessary.
Each applicant for a license of any class shall supply the information requested on the application in full and verify the correctness thereof by his oath or affirmation and thereafter file the completed application with the Borough Clerk, together with the full amount of the proper fee hereinafter fixed therefor, at least three weeks before said application shall be acted upon by the Borough Council. The Borough Clerk shall thereupon notify the Mayor and each Councilman, in writing, of the name and address of the applicant and the type of license sought, and shall post notice of such application in at least one newspaper printed and circulated within the County of Gloucester, State of New Jersey.
All changes of residence on the part of the holder of any license issued under this chapter shall be reported in writing to the Borough Council or to the Committeeman of Borough Council directing the Police Department of said Borough.
Each applicant for a taxicab or limousine driver's license shall be at least 18 years of age, a citizen of the United States and the holder of a state driver's license issued by the Department of Motor Vehicles, State of New Jersey. Each applicant shall prove to the satisfaction of Borough Council or to the Committeeman of Borough Council directing the Police Department of said Borough that he is in good health and has good eyesight, that he is able to read and write the English language and is of good character, and that he has sufficient knowledge of the traffic regulations and geography of the Borough.
Each applicant for a taxicab or limousine driver's license shall file with his application three photographs, each 3 1/2 inches by 3 1/2 inches in size, clearly depicting the facial features of the applicant, all of which photographs shall thereupon become the property of the Borough and be retained with the application form unless the application is approved, in which event one of such photographs shall be permanently affixed to the taxicab or limousine driver's license card in the space provided thereon.
Each applicant for a taxicab or limousine driver's license shall, at the time of filing his application, be fingerprinted at such place and by such agency as Borough Council shall from time to time direct; an impression of such fingerprints shall thereupon be forwarded forthwith by the Borough Clerk to the Bureau of Identification of the New Jersey State Police for a report of the applicant's criminal record, which report, when received, shall be permanently affixed to the application before consideration by Borough Council.
A. 
Any person desiring to obtain a taxicab or limousine owner's license for the operation of a taxicab or taxicabs or a limousine or limousines shall make separate applications in writing to the Borough Council for the granting of a license for each vehicle, which application shall give such information as may from time to time be deemed by Borough Council as requisite to determine the fitness of the applicant to conduct the business and the adequacy of the vehicle and equipment to be used.
B. 
Each applicant for this type of license must be at least 21 years of age and a citizen of the United States and a bona fide resident of the Borough of Westville, County of Gloucester, State of New Jersey, for at least one year next preceding the date of such application.
C. 
The license, when issued, shall in no wise be construed so as to permit an owner or operator to drive or operate a taxicab or limousine without a taxicab or limousine driver's license.
D. 
No taxicab or limousine owner's license shall be issued until the applicant shall submit an insurance policy or certificate in lieu thereof, as required by N.J.S.A. 48:16-3, covering the taxicab or limousine to be licensed. Said insurance policy required by this subsection shall be filed with the Borough Clerk in the amount of not less than $100,000/$300,000 liability for personal injury and $20,000 liability for property damage for each accident.
E. 
No taxicab or limousine owner's license shall be issued until said taxicab or limousine has been thoroughly and carefully inspected, under the direction and supervision of Borough Council or the Committeeman of Borough Council directing the Police Department of said Borough, and found to be in a safe, clean and sanitary condition for the transportation of passengers.
F. 
Each taxicab or limousine owner's license issued hereunder shall state the make, motor and serial number of the taxicab or limousine licensed and the license number of said vehicle as granted by the State of New Jersey.
A. 
The annual fee to be paid for each taxicab or limousine owner's license hereafter issued or any renewal thereof shall be the sum of $50.
B. 
Such fees shall not be otherwise prorated nor any part thereof refunded for any reason, except that upon the denial of an application for the issuance or renewal of a license by the Borough Council, 90% of the fee deposited shall be returned to the applicant and 10% shall be retained by the Borough as compensation for the investigation of the application.
C. 
No taxicab or limousine owner's license shall be transferred from one vehicle to another, except to a vehicle of the same owner, until such owner shall first obtain written permission for such transfer from the Borough Council or the Committeeman of the Borough Council directing the Police Department of said Borough, and, in addition, pay to the Borough Clerk a transfer fee of $5. Before such permission for transfer shall be granted, new vehicles shall be inspected, and an application form shall be submitted in accordance with § 354-14.
