The Borough Council is hereby authorized to designate by resolution
such places in the Borough as public taxicab or limousine stands as
it may deem expedient and proper, and it may give such direction regarding
the places and positions to be occupied as public taxicab or limousine
stands as it may deem necessary to preserve order and promote public
convenience.
A.
No vehicle which is not licensed hereunder shall occupy any part
of any public taxicab or limousine stand so designated. Any taxicab
or limousine when not otherwise being used for the purpose of transporting
passengers shall not be parked on any streets of this Borough at any
time except at public taxicab or limousine stands.
B.
Each taxicab or limousine while occupying space on a public taxicab
or limousine stand shall be immediately available for hire.
C.
Upon request, no taxicab or limousine owner or taxicab or limousine
driver, unless previously engaged, shall refuse or neglect to carry
any orderly person anywhere within the radius of 10 miles of the Borough.
D.
No taxicab or limousine owner or taxicab or limousine driver shall
leave his taxicab or limousine unattended or in any manner render
said vehicle unready for immediate use while said vehicle is occupying
space within any public taxicab or limousine stand.
E.
No passengers shall be solicited for any taxicab or limousine except
by the licensed taxicab or limousine driver thereof.
F.
No person operating a taxicab or limousine shall permit or allow
any person or persons other than a passenger or passengers being transported
for hire in or about such taxicab or limousine when in service as
a taxicab or limousine.
G.
No taxicab or limousine owner or taxicab or limousine driver shall
deceive any person, make false representations to him or convey any
passenger to any other place or over any other route than that indicated
by the passenger.
