There is hereby created in and for the Borough of Cresskill
a committee to be known as the "Forward Planning Committee of the
Borough of Cresskill."
A.
The Committee shall consist of 10 members, consisting of the following:

(1)
One member of the Cresskill Police Department, who will represent
the interests of Emergency Services and the Board of Health.
(2)
One member of the Cresskill Department of Public Works.
(3)
One Council liaison to the Cresskill Board of Education, Recreation
and Community Center.
(4)
Either one member of the Cresskill Board of Adjustment or one member
of the Cresskill Planning Board.
(5)
Cresskill Chief Financial Officer.
(6)
Three citizens of the Borough holding no other municipal office.
(7)
The Mayor or his designee.
(8)
One member of the Cresskill Fire Department.
B.
The Committee will seek the advice and counsel of the Cresskill Borough
Engineer, Planner and Attorney, all of whom shall be invited to attend
Committee meetings. The Committee shall also invite input from individuals
or companies with expertise in specific areas of concern to the Committee.
The Committee shall meet four times per year and, in January
of the following year, shall file a written report with the Mayor
and Council setting forth its findings and recommendations.
A.
The Forward Planning Committee shall have the power and duty to make
recommendations to the Mayor and Council of a long-term plan for the
Borough concerning or touching upon the following areas:
(1)
Review of emergency management concerns, including (but not limited
to) police, fire and first aid departments;
(2)
Review of Borough school system, including (but not limited to) projected
student enrollment and capital expenditures;
(3)
Review of parking, pedestrian access and traffic management relating
to the ongoing development of the downtown area as well as the Borough
in general;
(4)
Review the maintenance and enhancement of open spaces for sports,
recreation and general welfare of the citizens of the Borough;
(5)
Review the Borough infrastructure, including (but not limited to)
roads, drainage and sewer systems and related matters;
(6)
Obtain reports from all Borough Department heads concerning the present
status of each department as well as any future concerns of the departments.
B.
Said recommendations shall be based upon the Committee's findings
as to the Borough's needs and expectations for the next 10 years.
The recommendations, after study, shall be considered by the Mayor
and Council.
A.
Members shall be appointed by the municipal governing body and serve
for three-year terms, except that the citizen members shall be appointed
for one-year terms. Such members may, at the expiration of one-year
terms, be eligible to appointment for three-year terms.
B.
Vacancies shall be filled in the same manner in which the previous
incumbent was appointed, and such vacancy appointment shall be only
for the balance of such incumbent's unexpired term.
The Committee shall elect from its membership a Chairman, Vice
Chairman and Secretary.
The Committee shall create rules and procedures for the transaction
of its business, subject to the following regulations:
The Committee members shall serve without compensation but shall
be reimbursed for expenses incurred in the performance of official
business.
